The City Council of the City of La Porte hereby calls a public hearing at which all interested persons shall have an opportunity to be heard upon such proposal to annex the terri- tory described above, which hearing shall be held in the City Council Chambers, City Hall, City of La Porte, La Porte, Texas, at seven o'clock P.M. on the 22nd day of October, 1980. Section 3. The annexation proceeding of which notice of intention to annex is given by this Ordinance shall be instituted not less than ten (10) days nor more than twenty (20) days sub- sequent to such public hearing. Section 4. The City Secretary of the City of La Porte is hereby directed to cause notice of such public hearing to be given by publication of this Ordinance in The Bayshore Sun, a newspaper having general circulation in the City of La Porte and in the territory proposed to be annexed, such publication to be made at least once, not more than twenty (20) days nor less than ten (10) days prior to the date of such public hearing. Addi- tional notice by certified mail should be given to railroad companies then serving the city and on the city's tax roll where the right-of-way thereof is included in the territory to be annexed. Section 5. The City Council officially finds, determines, reci tes and declares that a sufficient written notice of the date, hour, place and subject of this meeting of the City Council was posted at a place convenient to the public at the City Hall of the City for the time required by law preceding this meeting, as required by the Open Meetings Law, Article 6252-17, Texas Revised Civil Statutes Annotated; and that this meeting has been open to the public as required by law at all times during which this ordinance and the subject matter thereof has been discussed, considered and formally acted upon.
