That said election was duly called and notice <br /> <br />thereof given in accordance with law; that said election was <br /> <br />held in the manner required by law; that due returns of said <br />election have been made by the proper officers; that said re- <br /> <br />e <br /> <br />turns have been canvassed by the City Commission of the City of <br />La porte; that a total of 1,480 persons voted at said election, <br />including persons voting on the regular voting machines, and on <br />
