After hearing the evidence presented by <br />both sides, City Commission shall, based on a preponderance <br />of the evidence, render its decision. A copy of the <br />decision. shall be sent to all parties by certified mail, <br />return receipt requested, as soon after the conclusion of <br />the hearing as practical, but in no event more than thirty (30) <br />days. This shall conclude the licensee's administrative <br />remedies and the City Commission action shall be final. <br />Section 12. Reports of property suspected stolen. <br />(a) It shall be the duty of the licensee, his agents <br />or employees, to report immediately to the police department <br />any offer to sell to the licensee, his agents, or employees <br />any property that is stolen, or by reasonable diligence by <br />the licensee, his agents, or employees, should know is stolen, <br />together with the identity, when known, and description of the <br />person or persons making such offer. Such licensee, his agents, <br />or employees, shall also report any property acquired by the <br />licensee which the licensee, his agents or employees, subse- <br />quently determine or reasonably suspect to be stolen property <br />and the licensee, his agents or employees, shall furnish <br />such other information as might be helpful to the police in <br />investigating the matter. <br />(b) It shall be unlawful for any licensee, his agents <br />or employees to purchase an item of property on which are <br />written or affixed the words "Property of the City of La Porte" <br />or other words demonstrating ownership by the City of La <br />Porte except in the following circumstances: <br />(1) Where the person offering such property for <br />sale is an employee of the City of La Porte authorized by <br />the City Administrator to make such a sale and provides <br />the licensee, his agents or employees with a written author- <br />ization from the City Administrator for the sale of such <br />property; or <br />(2) Where the person offering such property for <br />sale presents at the time of such offer a valid receipt from <br /> <br />e <br /> <br />e <br /> <br />. <br />
