<br />Ordinance 1533, Art~e 2 (Definitions), conti~d <br /> <br /> <br />LOWEST FLOOR - means the lowest floor of the lowest enclosed area <br />(including basement). An unfinished or flood resistant enclosure, <br />usable solely for parking or vehicles, building access or storage in <br />an area other than a basement area is not considered a building's <br />lowest floor; provided that such enclosure is not built so as to <br />render the structure in violation of the applicable non-elevation <br />design requirement of Section 60.3 of the National Flood Insurance <br />Program regulations. <br /> <br />MANUFACTURED HOME - means a structure transportable in one or more <br />sections, which is built on a permanent chassis and is designed for <br />use with or without a permanent foundation when connected to the <br />required utilities. For flood plain management purposes the term <br />"manufactured home" also includes park trailers, travel trailers, <br />and other similar vehicles placed on a site for greater than 180 <br />consecutive days. For insurance purposes the term "manufactured <br />home" does not include park trailers, travel trailers, and other <br />similar vehicles, nor does it include modular homes. <br /> <br />MANUFACTURED HOME PARK OR SUBDIVISION - means a parcel of land (or <br />continguous parcels of land) divided into two or more manufactured <br />home lots for which the facilities serving the lots (including but <br />not limited to concrete pads, utilities, streets and drainage) have <br />been completed. A manufactured home park offers lots for rent or <br />lease. A manufactured home subdivision offers lots for sale. <br /> <br />MEAN SEA LEVEL - means, for purposes of the National Flood Insurance <br />Program, the National Geodetic Vertical Datum (NGVD) of 1929 (1973 <br />releveling), to which base flood elevations shown on La Porte's <br />Flood Insurance Rate Map are referenced. <br /> <br />MODULAR HOMES - means a dwelling that is constructed, in conformance <br />wi th the Texas Manufactured Housing Standards Act, in one or more <br />modules at a location other than the homesite, or is constructed <br />utilizing one or more modular components (i.e. a structural portion <br />of said dwelling), and which is designed to be used as a permanent <br />residence when the modular components or modules are transported to <br />the homesite and are joined together, or are erected, and installed <br />on a permanent foundation system, together with associated plumbing, <br />heating, air-conditioning, and electrical systems. Said "modular <br />home" shall bear the seal (as defined by said Act) of the Texas <br />Department of Labor and Standards. For the purposes of this <br />ordinance, a modular home bearing such seal is considered to offer <br />resistance to flood damage equivalent to that of a site-built home <br />constructed in accordance with the City Building Code. <br /> <br />NEW CONSTRUCTION means, for flood plain management purposes, <br />structures for which the "start of construction" commenced on or <br />after the effecti ve date of a flood plain management regulation <br />adopted by La Porte. <br /> <br />-8- <br />
