To this end, City Council particu- <br /> <br />larly desires to have the advice and recommendations of the Board on <br /> <br />the following specific matters, although this list should not be taken <br /> <br />as exclusive, but merely representative: <br /> <br />(1) The final plans and specifications for the construction of an <br />eighteen (18) hole golf course, with associated support <br />facilities, as prepared by the City's Golf Course Designers, <br />together with any other architects and engineers working with <br />the Golf Course Designers, on Golf Course related facilities, <br />such as driving range, buildings, parking facilities, and the <br />like. It is the desire of City Council that the Golf Course <br />be designed and constructed, which will be of the very highest <br />quality, for the citizens of La Porte, to encourage recreatio- <br />nal activity and maximize the use of the facility. <br /> <br />(2) The best mode of operation of the Golf Course, whether by the <br />City of La Porte Parks & Recreation Department, or a contract <br />with an outside private firm. The Board is directed to conduct <br />a cost-benefits analysis on the various possible approaches <br />to management of the golf course facility, when completed and <br />open for play. Pro-forma budgets for various contemplated <br />forms of operation of the golf course would be helpful to <br />city Council in making its decision on this important matter. <br /> <br />(3) Upon completion and opening of the golf course, City Council <br />desires the Board to continue its oversight of the operation of <br />the City of La Porte Municipal Golf Course, in making re- <br />commendations to City Council from time to time, as it deems <br />appropriate, as to any changes or corrections in the operation <br />of the facility which will enhance its benefits to its patrons. <br /> <br />(4) City Council desires that the City Secretary's office assure <br />that the Board complies with the open meetings law on the <br />scheduling and notice of its meetings, and that the City <br />Secretary's office prepare summaries of the discussions and <br />actions of the Board, and furnish the same promptly to the <br />members of City Council, and the City Manager, for their <br />information. All Board meetings and'recommendations shall <br />be coordinated through the City Manager's office. <br /> <br />(5) The Board shall elect from among its members, a Chairman, Vice- <br />Chairman, and Secretary of the Board. <br /> <br />(6) This Ordinance is intended to be directory only to the Board, <br />and the Board is encouraged to take the initiative, and advise <br />City Council on other matters pertaining to the design, con- <br />struction, and ultimate operation of the City of La Porte <br />Municipal Golf Course, which in its judgment will enhance the <br />value and efficiency of the facility. <br /> <br />(7) Finally, City Council desires the advice of the Board on an <br />appropriate name for the City of La Porte Municipal Golf <br />Course. <br />
