"The request, submitted by Mr. <br />Alfred Barry, seeks lfproval of a Special Conditional Use Permit (SCUP) to operate a fuel quality testing business <br />located at 320 N. 16 Street. A fuel quality testing establishment within a Light Industrial Zone is a Conditional <br />Use, per Section 106-441 of the Code of Ordinances. <br /> <br />In July 1999, a Special Conditional Use Permit was approved for Alliance Recovery Services for the same property. <br />Alliance Recovery Services did not follow through with their permit. This request is for use of an existing building <br />with some site modifications. The use will be fuel quality testing on site. <br /> <br />Staff has found the request satisfies all applicable ordinance requirements. The property is surrounded by Maxim <br />Rentals (formerly Anthony Crane Rentals) on the west, warehouses on the south and east, and a heavy wooded area <br />on the north. The filcility is compatible with the surrounding properties and should not be injurious to the use, <br />enjoyment or value of those properties. <br /> <br />Seven (7) notices of public hearing were mailed to neighboring property owners. One favorable response was <br />received in this regard. <br /> <br />The Planning and Zoning Commission, by unanimous vote, has recommended City Council approval of Special <br />Conditional Use Permit #SCUOO-002 with the following conditions: <br />1. A minor development site plan prepared in accordance with the requirements of the Development <br />Ordinance 1444 shall be submitted for review and approval by the City. <br />2. Landscaping of the facility shall be required. <br />3. The applicant is responsible for public hearing costs ofSI06.86. <br /> <br />Action Required by Council: <br /> <br />I.
