McKinstry, A-47; Wm. P. Harris <br />Survey, A-30; Johnson Hunter Survey, A-35 City of La Porte, Harris <br />County, Texas. The property is located in the 2000 Block of Powell Road <br />(So. 16th Street). <br /> <br />Planned Unit Development (PUD) <br /> <br />Industrial, Commercial and Multi-Family Residential <br /> <br />Texas Import/Export Park is a proposed industrial, commercial and multi- <br />family residential development to be located in an area south of Fairmont <br />Parkway, north of McCabe Road and between existing Southern Pacific <br />railroad tracks and State Highway 146 South. <br /> <br />As part of a PUD, the applicant is responsible for submitting a Special <br />Conditional Use Permit (SCUP) Request and a General Plan, The Planning <br />and Zoning Commission initiated a Public Hearing for the SCUP request and <br />General Plan on July 21, 1998 and concluded that public hearing on August <br />20, 1998, <br /> <br />On March 3, 1999, P&Z unanimously recommended approval of the SCUP <br />request, General Plan, Development Agreement and all Exhibits. <br /> <br />This analysis portion will attempt to add insight to the significant <br />components of the development submittal. The development submittal is <br />assembled in a fashion where the Development Agreement is the main <br />document and the SCUP, General Plan and other documents are exhibits to <br />the Development Agreement. <br /> <br />Development Agreement: <br /> <br />Article n General Plan and Land Use - The General Plan is identified as <br />Exhibit "C" and contains general information regarding the development of <br />the entire 292-acre site, Significant features of the General Plan are the <br />contemplated land uses, open space and storm water detention areas, <br />landscape and buffer areas and roadway network. Article II also addresses <br />additional land use restrictions, These are more specifically defined in <br />Exhibit "0" which will be discussed later in this analysis. <br /> <br />Article m Restrictive Covenants - Restrictive covenants are identified as <br />Exhibit "E" and are in draft form for this phase of the development. Future <br />stages of this PUD development will require finalizing and recording <br />
