With regard to <br />landscaping, staff is only requesting that a uniform design theme be utilized <br />throughout this project. This is also the case with signs. Uniform design and <br />application of signage to create a unified campus appearance is the intent. <br />Assistant City Attorney, John Armstrong, has provided comments regarding <br />the Covenants and Restrictions and these are provided for your review at the <br />end of this report. P&Z is recommending the inclusion of these comments <br />when the Covenants and Restrictions are fmalized and recorded with the <br />subdivision plats for each section of this development. <br /> <br />Exhibit "F" Preliminary Detention I Open Space Plan <br /> <br />This exhibit shows cross-sections and some detail of how the trail system, <br />open space areas, and stormwater detention systems will interrelate.. It is <br />anticipated that all these systems will be constructed in phases as each is <br />needed to support the section being developed. The Development <br />Agreement allows for the City to accept the trail and open space systems <br />depending on the final design and function, <br /> <br />Exhibit "G" Traffic Control Plan <br /> <br />The purpose of this exhibit is to insure the efficient flow of traffic to, from <br />and within the project in a manner that will minimize adverse impacts to the <br />existing thoroughfare system of the area. Traffic control features established <br />in this exhibit will be enforced through the Restrictive Covenants with <br />oversight by the City, The Traffic Control Plan will be implemented through <br />site plan design, driveway design, and the placement of esplanade openings. <br />This exhibit also includes guidelines that can be used to assist in designing <br />facilities that will better accommodate truck traffic. <br /> <br />Exhibit "H" Harris County Thoroughfare Design Guidelines <br /> <br />This exhibit is intended to provide design assistance for all the public <br />roadways within this development. These guidelines require additional <br />pavement thickness among other requirements in anticipation of the traffic <br />loading this development will generate, <br /> <br />Conclusion: <br /> <br />Staff and the Developer have worked hard on a development proposal that <br />we feel is in the best interest of the City of La Porte. All applicable <br />elements of the Comprehensive Plan were reviewed and incorporated into <br />this development proposal.. Staff is recommending approval of the Special <br />Conditional Use Permit, General Plan, Development Agreement, and all <br />Exhibits contained therein as presented, <br />
