Herrera, City Manager <br />~\~ <br />Temporary Signs <br /> <br />SUBJECT: <br /> <br />I am forwarding to you a report from staff that addresses the request of City Council on <br />June 23, 1997, for the Planning and Zoning Commission to look at developing some <br />regulations, which would allow the permitting of temporary signs within the City on <br />weekends. <br /> <br />. . <br /> <br />. <br />There is a difference of opinion on this matter that I must share with you. The Planning <br />and Zoning Commission did look at the use of weekend real estate signs within the City's <br />rights-of-way on a temporary basis. The Commission voted 4 to 1 on forwarding to <br />Council a proposed set of regulations that govern this subject. <br /> <br />The Chairperson voted against making a change to the existing ordinance because there <br />was little citizen input supporting this measure. Her letter was dated September 12, 1997, <br />and I am unsure if you received a copy of her letter. I was not aware of her letter until <br />November 4, 1997. <br /> <br />The attached report from the Planning Department outlines a plan, which allows the <br />placement of temporary signs on weekends within the City. The City Attorney's office has <br />advised us 'that he believes the City should not allow one type of market to benefit from <br />use of City rights-of-way and not others. <br /> <br />Staff's opinion is that the current sign ordinance, as adopted, treats the sign industry fairly, <br />and to change it for one special interest group may not be in our best interest. <br /> <br />RTH:cjb <br />Attachment <br />1.
