<br />. <br /> <br />. <br /> <br />ORDINANCE NO. 1471 <br /> <br />AN ORDINANCE DETERMINING THE POPULATION OF THE CITY OF LA PORTE <br />AS OF MARCH 4, 1985: FINDING THAT THE DISTRIBUTION OF POPULATION <br />AMONG THE VARIOUS COUNCIL DISTRICTS IS MATERIALLY UNBALANCED: <br />ESTABLISHING NEW DISTRICT BOUNDARIES FOR THE RESIDENCE AND ELEC- <br />TION OF DISTRICT COUNCILPERSONS: FINDING COMPLIANCE WITH THE <br />OPEN MEETINGS LAW: AND PROVIDING AN EFFECTIVE DATE HEREOF. <br /> <br />BE. IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LA PORTE: <br /> <br />Section 1. The City Council of the City of La Porte has <br /> <br />heretofore, on January 7, 1985, appointed a City Council Re- <br /> <br />Districting Committee, pursuant to the requirements of Article <br /> <br />2.01 of the Home Rule Charter of the City of La Porte, which re- <br /> <br />quires an investigation and determination of the population of <br /> <br />each of the Council Districts from which District Councilpersons <br /> <br />are to be elected, five (5) years after the 1980 Federal Census. <br /> <br />Pursuant to the mandate of the Home Rule Charter of the City of <br /> <br />La Porte, a census of the City of La Porte was conducted, to <br /> <br />determine the population of the City on March 4, 1985. The <br /> <br />methodology of the census is attached hereto as Exhibit "A", <br /> <br />incorporated by reference herein, and made a part hereof for all <br /> <br />purposes. The City Council of the City of La Porte approves <br /> <br />the census methodology, and finds that such determination was <br /> <br />based upon the best available data, including, but not limited <br /> <br />to, the most recent Federal Census. <br /> <br />The City Council of the <br /> <br />City of La Porte finds that the population of the City of La <br /> <br />Porte as of March 4, 1985, was 23,270 persons. The population <br /> <br />by present council districts and ethnic breakdown, is as shown <br /> <br />on Exhibit "B", attached hereto, incorporated by reference herein <br /> <br />and made a part hereof for all purposes. <br /> <br />Section 2. The City Council of the City of La Porte finds, <br /> <br />determines and declares that the distribution of population <br /> <br />among the various council districts is materially unbalanced. <br /> <br />Section 3. The City Council of the City of La Porte hereby <br /> <br />establishes polling places and new district boundaries for the <br /> <br />residence and election of District Councilpersons, effective <br />
