QUALIFICATIONS OF A. W. KELLY
Mr. Kelly has experience and knowledge in the following areas
which make him particularly well qualified to be a member of the
Port of Houston Authority Board: .
Marketinq and Strategy - Mr. Kelly is currently Marketing'
Manager for the M. W. Kellogg Company, one of the largest
international engineering contractors. In this position
he is responsible for Kellogg's strategic planning and for
projection of the world markets for petroleum and
petrochemicals, agricultural products and capital goods.
As as member of the Authority Board Mr. Kelly would be
able to make significant contributions to policy
preparation and planning in support of current and new
markets. His selling experience will also enable him to
assist the board in evaluating the effectiveness of the
Port Authority's sales program.
Finance/Business Venture - Mr. Kelly's experience in
strategic planning and acquisitions have given him a,
thorough understanding of performance measurements and of
financial and operational issues of major expansion
projects.
Enqineerinq - Mr. Kelly's engineering experience and
training qualify him to evaluate the technical issues
connected with port operations and port expansion
projects.
Computer Technoloqy - Mr. Kelly's experience with computer
systems will enable him to fully evaluate the Authority's
automation/computer system projects.
Upper Galveston Bay - Mr. Kelly's residence and
recreational boating activities will help him to be .
sensitive to the desire of the Bay Area communities to
achieve growth and still maintain these communities as
attractive places to .live.

A. W. KELLY
,The Port of Houston Authority Board shou:d have as its objective
the recovery and subsequent expansion of the Port of Houston and
the communities, jobs and industries it services. Achievement of
the expansion should be done by means that help the surrounding
communities to continue to be desirable places to live.
Mr. Kelly believes that the Board should achieve these objectives
by providing leadership and guidance in the following major '
areas:
Marketinq - The Port should continue to strengthen its
efforts to plan for changing world markets and to,
anticipate customer needs for service, cost and
responsiveness. Having developed a strong competitive
position, the Authority should have a proactive sales
campaign to make new domestic and international customers

Operations - The Board should vigilantly oversee the
operations of the Authority to see that the Port is
providing the most effective methods and techniques and
meeting its customer service needs.
Expansion - Expansion of the Port's facilities to meet
future needs should be encouraged. The currently planned
bond issue should be vigorously communicated to Harris
County residents.
Communication - The Board should foster an active program
of communication of port plans, objectives and activities
to the people and municipalities of Harris County and the
State of Texas.
Concurrent with its business activities, ,the Board should promote
policies that make the Port an attractive neighbor to the ,
communities that surround it. Such policies should support legal
and reasonable guidelines for protection of the environment and
for safe operation of facilities and shies.
