RESOLUTION NO. 87-11 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA PORTE, MAKING A RECOMMENDATION TO THE HARRIS COUNTY MAYORS' AND COUNCILS' ASSOCIATION, FOR THE APPOINTMENT OF A COMMISSIONER TO THE PORT OF HOUSTON AUTHORITY BOARD; FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING FOR THE EFFECTIVE DATE HEREOF. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LA PORTE: Section 1. The City Council of the City of La Porte hereby recommends to the Harris .County Mayors' and Councils' Association, for its consideration for appointment to the Board of Commissioners of the Port of Houston .Authority, Arthur W. Kelly , a resident of the City of La Porte , Texas. Section 2. The City Secretary of the City of La Porte is hereby Qirected to furnish a certified copy of this Resolution to the Harris County Mayors' and Councils' Association. Section ~. The City' Council officially finds, determines, recites and' declares' that a sufficient written notice of the date, hour, place and subject of this meeting of ' the City Council was posted at a place convenient to the public at the City Hal~ of the City for the time required by law preceding this meeting, as required by the. Open Meetings Law, Article 6252-17, Texas Revised Civil Statutes Annotated; and that this meeting has been open to the public as required by law at all times during which this Resolution and the sUbject matter thereof has been discuss~d, considered and formally acted upon. The City Council further ratifies, approves and confirms such written notice and the contents and posting thereof. Section 4. Began career in Houston as a prize-winning salesman for the Prudential Insurance Co., and was a million-dollar Roundtable producer during the first 'two years. Began selling compressed gases and welding suppli~s for the Chemtron Corp. in, 1953, cmd joined Gulf O:,:ygen Co. as a partner in 1956 prior to becoming sole owner and President of the company in 1960. GULF OXYGEN CO., Inc. has two locations, one in Galena Park, and one in Deer Park. The company i~ a leading supplier of compressed gases, welding equipment and supplies to the construction ind~stry, plants, and fabrication companies throughout Harris County. . While serving as president' of the local ABC in 1978 the Greater Houston Chapter became the largest ABC. chapter setting records for new member acquisition and net members~ip gain. Initiated a Task Training program, and served as chairman of several local committee groups including Ethics, Business Development, Membership, Legislative, Business Roundtable, Safety, Manpower, and Task.Training. The Port of Houston Authority is an autono~ous political subdivision of the State of Tekas, and is responsible for the operation of the public docks and facilities along the Houston Ship Channel. Houston still has an extremel~ viable economy that encourages business growth, and the role of the Port of Houston in our areas future economic development takes on new significance in our local economy as we look more and more for diversification, and strengthening of our existing economic base and businesses. More than any other governmental entit~ the Port of Houston has the opportunity to have an even greater impact in the future than it has in the past. The pos~ibilities for increasing the volume and types of cargo are almost endless, if we take advantage of our existing resources, and pull together our strengths in setting and achieving our goals. The Houston Ship Channel supports the nation's third largest port, .and affects a third of ~ouston's economy including 32,000 jobs directly and 160,000 jobs indirectly. As an autonomous political subdivision governing public facilities it requires the best available people to serve as Port Commissionel"s and the. c:\c.1di t ion of two n.Ol"e commission.rs from the smaller cities will bring additional expertise to ~he Port Authority and increase the potential for .having a positive impact on the areas economy by dir~ctly providing additional input and resources from twenty four more cities in the Harris County area. The Port Commissioners role involves local, and international decisions and policies impact on our local economies and cities, stay abreast of the needs and potential of in which their policies and decisions have state, national, th.!\t have direct and as such must the eT;tire ay'ea an impact. Port Commissioners should have the ability to work in committee form with the other commissioners: with solid input and be able to always vote for what is good for all the cities along the Houston Ship Cha~nel as well as all the cities in Harris Count~, and be effective in influencing other commissioners to do the same. 0213 '. e 2. MY CONTRIBUTION TO THE PORT AUTHORITY COMMISSION. As reflected in the attached re~,UlTle, I have business, pro~essional, and civic experience on state and national levels, and t~aveled throughout th~ world. extensive the local, extensively My greatest contribution is my experience in all the various com~anies that I have been principal in and the many organizations I have been actively involved with, working well at all levels, and being able to present ideas and motivation to inspire others to help set a~d accomplish 'goals. Having lived and worked on both sid~s of the ship channel, and being actively involved with ship channel industries I have an appreciation for the interests and concerns of the citizens and governments involved. As a representative from the cities with a population of less than 100,000 I can offer the experience and knowledge of working with the "big cities" to provide the smaller cities with the type and quality of representation they deserve. In the past the small cities have been impacted as greatly as the l~rger cities by the ections or inaction of the Port Commission, but have been without representation. With my vast e~perience working with organizations such as ABC at all levels I understand 'the importance of representing all of the cities who elected me, and would apply all of my knowledge and experience ifl gaining their input and setting and carrying out goals that are in their best interest. Although I am still President of Gulf Oxygen Company, I have for over eight years delegated 'day to day operating responsibilities to my general manager, and during the past two or three years have divested myself from most of my other active business ventures in anticipation of seeking the type of challenge the Port Authority Commission provides. The Port of Houston plays a major and vital role in our local and regional economies. As we embark on a new era of economic growth and development, and continue our diversification away from an energy dependent economy~ it will require, initiative, dedication, ~ersC.~verance, and inovation based on past experiences dnd foresight.
