Dear Members of the Screeni.ng Ccmni ttee:
As a candidate for the position of member of the Port of
Houston Camdssion, I am enclosing herewith a resolution fran
the City of Baytown and a resume' setting forth ~ "
qualifications for this position.
I view the Port Camdssion as an instnnnent to instigate and.
inprove business along the entire length of the Houston Ship
,Channel. The Port Carmission is the agent to bring all the
channel cities together on issues regarding growth and
in'provement.
I have recently retired fran the practice of law and I have
ample time to devote to the job of being a Port Ccmni.ssioner if
I am fortunate enough to be selected. I do not knOil any of the
present Port Conmissioners, either socially or profession-
ally, and although I am a resident of the City of Baytown, I
feel that I have no 'entangling alliances' which would prevent
me fran making a decision that is best for the entire channel.
Besides the many years experience I have had in cannunity and
civic work, both in the County and Baytown, I have had the
great privilege of knowing and loving the channel. My hone is
situated on Burnet Bay, which has entrance to the channel near
Lynchburg, and its prosperity is naturally forenost in my mind.

I have traveled abroad several times, usually viewing other
harbors and waterways and canparing them with ours. I believe
that our channel can be as great or greater than IrDst and that
vast improvements are possible for the entire channel south of
the Turning Basin. I also believe that we can reach the goal
of increased channel industry and improved quality of water and
air by diligent work and supervision.
I sincerely regret that I will be in China for two weeks
beginning August 13, 1987, and cannot appear on August 20th at
Sylvan Beach; however, the mission on which I will be is the .
People to People Citizens Ambassador Program which is a program
sponsored by the Attomey General of the United States for the
purpose of meeting with Chinese individuals and officials in an
effort to work favorable trade laws and agreements which may
very well be beneficial to the Port of Houston.
I hope that the good I may acccnplish on the China mission will
be of greater value than my personal appearance at the August
20th meeting and, if possible, I intend to remain on 'the
Citizens Ambassador Program so that in the future I may be of
value to the Port.
I appreciate your consideration of me and I thank you for the
time that all of you have 9i ven to this extrerrely worthy cause
which will no doubt be beneficial to all of the channel cities.

Board rrember and president of Baytown Area Water Authority
fran its inception in August, 1973, to present. Baytown
was the first channel city to convert to surface water,
which has had a great effect on stopping subsidence in the
Baytown area.
Appointed by United States Attomey General ltleese to be
a representative on the People to People Citizens
Ambassador Program, which is a program designed to have
certain lawyers and other professional men meet with
Chinese counterparts in Beijing (Peking) China for the
purpose of working mutually acceptable laws and catmerce
trade arrangements beneficial to the United States and
the Republic of China.
It is felt that this program may inure to the benefit of
the Port of Houston.
SUptX>rted and worked to pass bond issues for the City
of BaytcMn since approximately 1953.
Supported. and worked to pass bond issues for Goose Creek
Consolidated Independent School District.
My law firm acted as bond counsel for Goose Creek
Consolidated Independent School District for many years.
Strong emphasis on support of bond issue for Baytown
Area Water Authority and appearance before bond rating
ccmpani.es in New York City for the purpose of securing
favorable bond rating.
