ORDINANCE NO. 2001-2505
AN ORDINANCE APPOINTING THE CHAIRIIAH AND MEMBERS OF THE CIVIL
SERVICE COMMISSION, PROVIDING A SEVERABILITY CLAUSE, CONTAINING A
REPEALING CLAUSE, FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW,
PROVIDING AN EFFECTIVE DATE HEREOF.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LA PORTE:
Section 1. The City Council of the City of La Porte hereby
ratifies and confirms the appointment by the City Manager, of
Lindsay R. Pfeiffer, as Chairman of the civil Service Commission of
the City of La Porte, for a term expiring on May 30, 2002, or until
his successor shall have been duly appointed and qualified.
Section 2. The City Council of the City of La Porte hereby
ratifies and confirms the appointment by the City Manager, of Barry
Beasley, as a Member of the civil Service Commission of the City of
La Porte, for a term expiring on May 30, 2004, or until his
successor shall have been duly appointed and qualified.
Section 3. The City Council of the City of La Porte hereby
ratifies and confirms the appointment by the City Manager, of Bobby
L. Powell, as a Member of the Civil Service Commission of the City
of La Porte, for a term expiring on May 30, 2003, or until his
successor shall have been duly appointed and qualified.
Section 4. If any section, sentence, phrase, clause or any
part of any section, sentence, phrase, or clause, of this ordinance
shall, for any reasons, be held invalid, such invalidity shall not
affect the remaining portions of this ordinance, and it is hereby
declared to be the intention of this City Council to have passed
each section, sentence, phrase or clause, or part thereof,
irrespective of the fact that any other section, sentence, phrase
or clause, or part thereof, may be declared invalid.

Section s. All ordinances or parts of ordinances in conflict
herewith are repealed to the extent of such conflict only.
Section 6. The City Council officially finds, determines,
recites, and declares that a sufficient written notice of the date,
hour, place and subject of this meeting of the City Council was
posted at a place convenient to the public at the City Hall of the
City for the time required by law preceding this meeting, as
required by the Open Meetings Law, Chapter 551, Texas Government
Code; and that this meeting has been open to the public as required
by law at all times during which this ordinance and the subject
matter thereof has been discussed, considered and formally acted
upon.
The City Council further ratifies, approves and confirms
such written notice and the contents and posting thereof.
Section s. This Ordinance shall be effective from and after
its passage and approval, and it is so ordered.
PASSED AND APPROVED, this 27th day of August, 2001.

Gentlemen:
I hereby appoint Lindsay R. Pfeiffer as Chairman of the civil
Service Commission of the City of La Porte, for a term expiring on

Robert Swanagan, whose term expires May 30, 2003, is no longer a
resident of the City of La Porte. I hereby appoint Bobby L. Powell
as a Member of the Civil Service commission of the City of La
Porte, for a term expiring May 30, 2003, or until his successor
shall have been duly appointed and qualified.
I hereby appoint Barry Beasley as a Member of the civil Service
commission of the City of La Porte, for a term expiring on May 30,
2004, or until his successor shall have been duly appointed and
qualified.

Barry was appointed Director - External Affairs in January, 1992. Prior to that, his
assignment was in Sales and Marketing where he had regional responsibility managing 7
managers and 72 service representatives of the Houston Residential Sales/Service Center.
Other assignments during his 2S years with Southwestern Bell have included experience
with the Training Division ~d serving as Coordination Manager of the Hams County
9-1-1 conversion.
Barry received his Bachelor's degree from Our Lady of the Lake University where he was
named to Delta Mu Delta - Business Honor Society. He completed his MBA from Our
Lady of the Lake University. in 1994, with an emphasis in International Business. Barry
is a graduate ofthc leadership development programs; Leadership La Porte and
Leadership Pasadena.
Mr. Beasley represents Southwestern Bell with several organizations including eight
Chambers of Commerce and three Economic Development Councils. He is Past-
Chainnan of the LaPorte - Bayshore Chamber of Commerce; Past-Chairman of the
Harris County Southeast Economic Development Council (SEED) and Past-Chairman of
the Board of the Pasadena Chamber of Commerce. Mr. Beasley served as a board
member of the Deer Park, Clear Lake and Pasadena Chambers of Commerce, is Vice-
Chainnan of the Gulf Coast Workforce Development board, is on the Board of Regents
for the Texas Chiropractic College, and Advisory Board ofUHCL. Barry served as the
chairman in La Porte's successful effort to pass the 4-B economic development sales tax.
Barry lives with his wife Terri and their four children in La Porte, Texas. He is a member
of the Pasadena Rotary club and the First United Methodist Church of Pasadena. His off-
