Section 130 The fact that tI~ City of La Porte, Texas, is badly in need of the construct).on of waterworks within its limits, which construction is necessary and will be to the best inl(;erest and general welfare of said City, creates an emergency and an im- perative public necessity that the rule requiring ordinances to be read on three separate days before final passage, be sus- pended, and such rule is ]lereby suspended, and it is ordained that this ordinance shall take' effect and be in fOl'ce immediate- ly upon its passage and approval.
