BE IT <R DAIllli"'D BY THE CITY COUNCIL OF THE CITY OF LA. PORTE, TEXAS, THAT:
Seo'tion 1. For the purpose of this ordinanoe, the tenn "City" means 'the
City of La Porte, in Harris County, Texas; the tenn "Consumer" shall be held and
oons'trued 'to mean and inolude each and every person, finn, assooiation and corpor-
ation being supplied with wa'ter from the Water System of the City, whether inside
the corporate limits of the City or outside thereof; the terms "mon'th" and "monthly"
shall be held and construed to mean the period of time between the dates the read-
ings of the vmter meters are usually t~cen by the City, whioh period shall be approxi-
mately 'thirty (30) days.
Seotion 2. On and after the 1st day of Januar,y, A. D. 1937, eaoh and
ever)' Consumer inside the oorporate limits of the City shall pay to the City their

respetctive bills for vm.ter oonsumption at the following rates and shall pay 'the other
fees or oharges as follows, to-wit:
For wa'ter oonsumed during any month the rates shall be.
50~ per 1,000 gallons for the first 3,000 gallons of water;
20~ per 1,000 gallons in exoess of the first 3,000 gallons of water.

The Eum of $1.50 shall be the monthly minimum oharge for water con-
sumption through each and every oonneotion to the City Water System.
The sum of $1.00 shall be paid as a re-conneotion fee in all oases
where the ~~'ter service has been disconnected at the request of any
Consumer or by the City because of failure of such Consumer to pay
the water bill promptly or beoause of the failure of suoh ConSUMer
to otherwise comply with 'the provisions of this or of any other Ordi-
nance of the City.
Seotion 3. On and after the 1st day of January, A. D. 1937, each and
every Consumer outside the oorporate limits of the City shall pay to the City their
respeotive bills for water oonsumption at the following rates and shall pay the other
fees or charges as follows, to-vdts
For water oonsumed during any month the rates shall be:
66 2/3~ per 1,000 gallons for the first 3,000 gallons of water;
201 per 1,000 gallons in excess of the first 3,000 gallons of water.
The sum of $2.00 shall be the monthly mintmum charge for water con-
sumption through each and every connection to the City Water System.
The sum of $1.00 shall be paid as a re-connection fee in all cases
where the water service has been disconnected at the request of any

Consumer or by the City because of failure of such Consumer to pay

Secrtion 4. - The City shall take the rea.ding of each and every water meter
mOl1t;h:~y and shall furnish'). nJonthly individual bill to each and every Consumer and
each ELnd every such Consumer shall pay to tho City ;;he arnount of their respective
bills monthly, on or before the lOth dl:l.Y of the mont.h succeeding that for which suoh
bill i.s rendered. The water service ot ea.ch and every Consumer who fails or refuses
to pay' any suoh monthly bill on or before the 10th day of the month suooeeding that
for which such bill is renderod shall be discontinued by the city by shutting off
the water valve at the promises of such consumer or by removal of the water meter

or by disconnecting the water pipe at the property line of the premises of such Con-
surner.
Section 5. - On ar~ after the 1st day of Janua.ry, A. D. 1937, each and
every Consumer and prospective Consumer shall complete and execute a re~lar Water
Servicl3 Application and Contract with the City, the form and provisions of which
shall be prescribed bY' the City Council. Upon the failure or refusal of any such
Consumer or prospective Consumer to oomplete and execut.e such an Applioation and
Contra(~t the City shall refuse suoh water service and, in casas where water is be..
ing furnished, the City shall disoontinue, by al~ of the methods provided in Section
4 of this Ordinance, the water service to any such Conswner so failing or refusing.
Section 6. - All Ordinances or parts of Ordinances heretofore passed whioh

are in oonflict here~~th are hereby expressly repealed. If any Section or parts of
Sections or any provision, paragraph, sentence, clause, phrase or word oontained in
this Ordinance shall be held by the Courts to be unoonstitutional or for a~ reason
invalid, such holding shall not effect the remaining portions of this Ordinanoe and
the City Counoil or the City hereby deolares that it would have passed such remain-
ing po~tions despite such invalidity.
Seotion 7. .. The fact that the best interest and general welfare of the
City require that the rators, charges and regulations made herein be put into effect
promptl~r on the 1st day of January, A. D. 1937 oonstitutes and creates an emergenoy
and an urgent public neoessity requiring that the rules providing for Ordinances to
be rend at three (3) several meetings be suspended and that this Ordinance be passed
as, and take effect as, an emergenoy measure and that such rules and regulations are
