AN ORDINANCE MAKING APPROPRIATIONS FOR SUPPORT OF THE
,GOVERNMENT OF 'IRE CITY OF LA PORTE, TEXAS, FOR THE FISCAL YEAR BE-

!PINNING APRIL 1st, 1942 AND ENDING MARCH 31, 1943, AND DECLARING AN
[ERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LA PORTt,
Section 1.
That for the purpose of providing a budget
I
the tiscal year beginning April 1, 1942 and ending March 31, 19 3,
sums set torth below be, and the same are hereby, appropriated
the maintenance, operation and improvement of the government of
lthe City of La Porte, and the same shall be strictly applied for th~
Iseveral purposes and in the respective amounts hereinafter specifie*.

Section 2. That the amounts appropriated and the purpose~

That the City Council may transfer a sum from,

rne item to another item within a fund, excepting that the Debt
~ervice Fund shall not be subject to such alteration by the City
ICouncil; and that a sum may be transferred from one fund to another
,fund only on the authority ot an Ordinance passed by the City counctl.
I, Section 4. That the necessity for the continued mainten-

~a Porte creates an emergency Which requires that the Budget shall
~ecome effective at once, that the rule requiring Ordinances to be

read at three several meetings be suspended and that this Ordinance
re passed finally on its first reading and that this Ordinance,
~therefore, shall take effect from and after its passage, and it is
