Section 1. No present public street in the City of
La Porte sha}l be extended and no new public street shall be con-
structed l.'litYou't approval of the City Council. i\.ny person pro-
'pOSing to extend or to construct any such street shall first sub-
mit to the C:.ty Engineer and/or City Council, ,for approval, a
drawinc show~ne in detail cross sections of the street, including
improved wea:l?ing surfaces, curb and gutter and/or open ditch type
,Of drainage, all drainage structure under or across any driveway
or street intersection, and other pertinent facts.
Seotion 2. No building or electrical :?6:c<mi t shall ever be
issued by tho City for construction on, and no water and/or sewer
connection sJ~ll ever be made by the City for, any premises front-
ing on any s';j7.'eet extended or improved in violation of -Chis Ordi-
nance.

Section 3. The fact that the best interest and general

necessity that the rule requiring ordinances to be read at three
