AN ORDINANCE DEFINING AlfD PROVIDING FOR THE REGULATION OF TRAILER.
CAMItS, DEFINING CERTAIN TERMS, PROVIDING PENALTIES FOR THE VIOLA.-
TION OF THIS ORDINANCE, CONTAINIlfG A SAVING CLAUSE, REPEALING ALL
FOlHER ORDINANCES IN COIFLICT HEREWITH, ENACTING THE NECESSARY
PROVISIONS INCIDENT TO THE OBJEX)T AND PURPOSE OF THIS ORDINANCE
AND DBCLARING AN EMERGENCY.
BE IT ORDAINED BY '1'HE CITY COUNCIL OF THE CIn OF LA PORTE, TEXAS.

SectioD 1. Whenever used in this Ordinanoe, unless a
d1fterent meaning appears trom the context:

(g) The term "owner" shall be construed to mean any
person, firm, corporatlon, association, partnership or soclety
which has the control, direction, maintenance and supervision of
any traller camp or house cars, whether as owner or otherwlse.
Section 2:
(.> No person shall,park, place or locate &DY house
car being used for human habitation upon any street or City pro-
perty in the City ot La Porte for a longer period than three hoUl's
(b) Ho person shall park, place or locate any house oar
being used tor human habitation on any lot, tract or parcel of
land in the City of La Porte owned by any person, for a longer
period than three hours except in a trailer camp, as provided for
in this Ordlnance, unless said house ear shall be equipped and
pt-ovlded with a supply of pure and wholesome water, and have a
connection wit~ City sanitary sewer, in compliance with the plumb-
ing and other Ordinances of the City.
Sectlon 3: It shall be unlawful to permit waste water
or material from sinks, showers or other fixtures in house cars
to be deposited on any street, City property, trailer camp or
upon any lot within the Oi ty_ Sinks, showers and other slmilar
fixtures in house cars, when 1n use, shall be connected with the
Cit7 'sewer system and ln compliance with the plumbing and other
Ordinances ot the City_
Section 4: Each site used as a trailer camp shall be
provided with an ample and adequate supply ot water from the City
water system.
Section 5: Each trailer camp shall be provided with
sate and adequate provisions for the collection and removal of
waste and garbage, complying with all the sanitary and other
Ordinances ot the City.
Section 6: Each trailer camp shall be provided with a
proper and acceptable sewer system, in oomplis.nce with the plumb-
ing and other Ordlnances of the City.

Sectlon 7: Each trailer camp upon whlch one or more
house Cal'S are placed shall be ln accordance and in compliance
with the bui1dlng, san1tar y, plumbing and all other Ordinances ot
I the City and shall be pr8vided with the following:
(a) Por one or two house cars, ODe toilet, bath and
Ii wash bas1n for each sex.
(b) POI' more than two and 1e8s than seyen hou8e cars
two tOilets,batba and wash basins tor each sex.
(c) Por more than six and 18S8 than tifteen house car8
t~ee toilets, baths and waSh basins tor each sex.

(d) For each addit10nal ten house cars over fourteen
two add1~lonal toilets, baths and wa8h bas1ns for each sex.
Suoh baths may be e1ther shower baths or bath tubs. All tollets,
wash basins, shower8 and bathtubs shall be placed ln prope1'1y con-
structed build1ngs not more than three hundred feet from eaoh
house car. Build1ngs shall be well lighted at all times, day or
night, well ventllated and so oonstructed as to periD1t rapid and
satisfactor,. cleanlng, scouriDg and washiDS.
Sect10n 8: It shall be the dut,. of the owner, his agent
representat1ve or emploree to prescribe rules and regulations to
e comp1,. strict1,. with the following:
(a) Provide tor regular inspeotion ot the water and
sanitary convenieDces.

(b) Provide for the collection and removal ot garbage
and other waste material.
(c) Prohibit-the p1ac1ng or storage ot uns1ghtly
material or vehicles ot an,. kind.,
(d) Provide tor the regular cleaning, palntiDS, re-
pairing and disinfecting ot all buildings.
Ce) Take such measurea as may be deemed to be necessary
by tbe City Health Otticer or other person or agenc,. hereinafter
prov1ded tor to preaerve t~e health, comtort and satety ot all

It shall be the duty of the Health Officer
ot the City to enforce the provisions ot th1s Ordinance. provided

that the Cit,. Council _,., b,. resolution, designate 01' appoint
another per80n and/or agency to enforce the provisions ot thIs
OrdInance.

Section 10: An,. person, tirm, corporation, association,
partnership or society violat1ng any provision ot this Ordinance
shall be deemed guilt,. of a misdemeanor and upon conviction there-
ot shall be punished by a tine of not 1eS8 than Pive Dollars
(15.00) or more than One Hundred Dollar8 (#100.00) and each day
such violation continues ahall constitute a separate ottenae.
Section 11. It an,. section or provision ot any sectlon
ot thls Ordinance shall be held to be invalid, ineffective or un-
constitutional such shall not affect the validity of the remain-
ing sections and provisions ot this Ordinance.
Section 12: All Ordinanoes or parts of Ordinances in
contliot hereWith Shall be, and are hereby, repealed.
Seotion 13: ,This Ordinance shall be cumulative ot all
Ordinances ot the City of La Po~te and ot the laws of the State
ot Texas.
Section 14: The fact that there are now no Ordinances
ot the Clty regulating trailer camps creates an a_ergencr, con-
tt stituting an imperative publl~ necessit,. that the rule requiring
OrdInance. to be read at three several meetings be suspended and
that thi8 Ordinance be passed tinall,. on its first reading and
shall take etfect and be 1n torce trom and a.fter its pasaage,
approval and publication.
