Section 1. For the p'llrpOSe of this Ordina.nce, tJ:J.e term
ItCJ.ty" mea.ns the City of La florte, in Harris County, Texas; the term
ttCan~umeI.11 shaD. be held and construed to rc.ean and include each and
ever;r person, firm, association or corporati:>n being supplied with
water from the water system of the City, either inside the corporate
limits or outside thereof; the term ttJf;l)nth" and ''!',lonthl y" shall be
held and construed to mean the period of time between the dates the
readings ot tl1.G water meters are ac l:;ually taken by the City, which
period shall be approxin'1a.tely tbtrty (30) days; the term "?u!llily
Unit" shall be held a.nd construed to mean any number at individuals
living together as a single housekeeping unit; the terr.: "Business
Place It shall be held and construed to l1".ean those places operated
individually, by a group of individual s or by a corporati:'m, whi.ch
deals with the genera.l publ ic r~nd :)ccupies the time, attention and
la~or of persons for ~he ~rpose of profit.
Section 2. Hereafter, each a!1d every person" firm or
corporation, inside or outside the City li~its, applying for water
trom the water system of the City shall make a cash deposit witb
the application to secure the payment of the water bill as follows,
to-'1li t :
Each Family Unit Consumer shall deposit an
amount equal to two (2) months average bill,
not less than Eight Dollars ($8.00);
Each Business Place shall deposit a,':1 amount
equal to two (2) month~ average bill, not less

Sect1.on 3. The water s~rvice of each and every Consu~er

di.sconnected for nonpayment of h111 or other violation f)f the C1.ty

Section 4. Her-eRfter', eA-eh a.nd every Consumer and pros-
pectj.ve Consumer shall com.plete and execute a regular Water Service
AppllcB.'tion and C,)ntrar.t with the City, the form and pr'ovisions f)f

Section 6. Heree.fter, each and every Consumer, inside
a~ outside the corpoT'at~ limits of the City, shall pay to the City

For' water consumed during any month, the rates shall be:
$1..00 per 1,000 gallons for the first 2,000 gallons of water;
..75 per 1,000 gallons in excess of 2,000 galJons and ,less than
5,000 gallons of water;
,.50 per 1,000 gallons in excess of 5,000 gallons and less than
lO,OOO gallonR of water;
.25 per 1,000 gallons in excess of 10,000,gallons and less than
50,000 gallons of water;
.20 per 1,000 gallons in excess of 50,000 gallons of water.
'rhe sum of Two Dollars ($2.00) shall be the monthly minimum charge
for water consumption for each and every Consumer inside the City
l1,rnits; the sum of Two and 50/100 Dollars ($2.50) shall be the
monthly minimum for each Consumer outside the City limits. Where
there is 0ne connection to the City water lines serving two or
t ~') more Famil y Units or two or more Bus lness Places, or any combina-

The montlIly minimum charge shall be the sum of
Two Dollars ($2.00) multiplied by the number of
Business Places and/or the number of Family Units
using water through such connection; the gallons
of water allowed to be used for such minimum charge
shall be 2,000 gallons multiplied by the number of
Business Places and/or the number of Family Units
using water through such connection~ for each
1,000 gallons used in excess of the minimum number
of gallons, the rates hereinabove provided for Con-
sumers inside and outside the City, shall be applied
as though each Business Place or Family Unit were
being served through separate connection.

In calculating such bills, the number of gallons
used in excess over minimum gallons shall be divid-
ed by the number of Business Places and/or the num-
ber of ,Family Units being served through such con-
nection; such excess gallonage shall be charged at
such rates separately and added together to deter-
mihe the total bill.
On all monthly bills paid by the Consumer on or before the tenth day

of the calendar month succeeding that for whioh the bill is rendered,
the City shall allow a disoount in the sum of ten per cent. (io%).
Al] bills paid after the tenth day of the calendar month succeeding
that for which such bill is rendered shall not be sUb,ject to such
discount.
Section 7. In the event any section, clause, definition
) or phrase of this OrJinance shall be decla~ed or adjudged invalid

'rhe e:tact arr,ount of such deposit shall be determined in each in-
