AN OEDINANCE REQUIRING ALL PLUMBING WORK TO BE DONE BY LI~
CENSED PLUiBERS; PROVIDING FOR PERMIT A~ID INSPECTION FEES; PRO-

BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF
LA PORTE, T:EXAS, THAT:
Section 1. DEFINITION OF SANITARY SEVIER SYSTElll. The sani-
tary sewer 3ystem of the C1ty of La Porte, Texas, consists of main
and lateral conduits of concrete pipe or other similar pipe, with
necessary aocessories, and are known herein as sanitary sewers~
They are designed to carry off all liquid wastes. The severs in
the alleys Jr streets adjacent to the various lots are called main
or lateral 3ewers. The sewers leading from the main or lateral
sewers to tde property on either side are called house sewers.

Section 2. LICENS~ REQUIRED. Before any person shall do
any work or make any connections with the sewer systemp or do any
plumbing ~o:?k connected or intended to be connected with the se~er
system, he shall be licensed as provided in Senate Bil3. Number l88l)

and no such plumbing work shall be done without a City permit be-

Section 3. BOlID RE~UIRED. Before being issued a City per-
mit to do any plumbing work, such person must file pith the gove~
iog b-:>d}T of the City a bond in the sum of One Thousand Doll ars
($1;000000)>> with good and sufficient sureties, to be approved by
said goverp:i.ng body. 'l'he conditions of the bond are as follo'lPJs:
That the applicant for the permit will obey all Ordinanoes regulat
1ng plumbin~ ~ork; ~ill obey all Ordinances regulating oxcavations
in or punctt~ing the streets, alleys or other public p~~perty; ~il
refill said excavations or punctures according to sta.ndards estab-
lished by tb,e City; will replace all pavements in as good conditio
as same was prior to said excavation or puncture; will place light
and guards around all plumbing materials or apparatus 13ft in any
street, alley or other public uay; will place lights and guards
around all Gxcavations or punctures; will repair all damages that
arise in making connections with water and sewer mair.s or laterals.
and will hold the City of La porte harmless from all damages that
may accrue by reason of any plumbing work, or by reason of any ex=
cavation or puncture made by said applicant.
Sectio~ 4. (A) Any person, firm or corporation engaged in
plumbing business desiring to construct or install any plumbing
fixture or fixtures in any building or house in the corporate li=
mite of the City of La Porte or outside the City limits TIhere the
Ci~y of La ?~rte is takine care of the sewerage, or Go~nect any

In case it oecomes necessary to make re-inspection of a plumbing
installati~n, an additional fee of One Dollar ($1.00) shall be
charged and oollected by the City tax oollector from the plumber
to whom permit is issued covering such inspection. The above sums
shall be paid by the person to whom the permit is issued under the
terms of this Ordinance.
(0) Before the City Plumbing Inspector shall issue any per-
mit for any opening to be made in any publ1.c street, alley, side-
nalk, or other public place for the laying of pipes for drains,
sewer or conduits, he shall collect for each permit issued a ree
of Five Dollars ($5.00).
Section 5. PENALTY. Every person, firm or corporation who
shall omit or refuse to co~ply with or who violates any oT the
provisions of this Ordinance, shall be deemed guilty of a mis~
demeanor and upon conviction thereof shall be rined in any sum not
more than One Hundred Dollars ($lOO.OO) for each ofrense, and each
and every d~y that such provisions of this Ordinance are violated
shall constitute a separate offense.
Section 6. If any section, sub-section, sentence, clause or
phrase of this Ordinance is for any reason held to be unconstitu-
tional, such unconstitutionality shall not affect the validity of
the remaining portions of this Ordinance. The Board of Commission
ers of the City of La Porte hereby declares that it would have
passed this Ordinance and each section, sub-section, sentence,
clause or pr~ase hereof, irrespective of the fact that anyone or
more sections, sub-sections, sentences, clauses or phrases De de~
clared unconstitutional.
Section 7. As the City does not have any rule or Ordinance
requiring Ordinances to be read at more than one meeting, or that
same be passed on more than one reading, this Ordinance shall be~
come effective on the 1st day of October, A. D. 1948, and shall
be in fUll force and effect on and after that date.
