BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY ,........ OF LA PORTE, TEXAS; Section 1. That for the purpose of providing a budget for the fiscal year beginning July 1, 1948 and ending June 30, 1949, the sums set forth below be, and the same are hereby, ap- propriated for the maintenance, operation and improvements of the government of the City of La Porte, and the same shall be strictly applied for the several purposes and in the respective amounts hereinafter specified. Section 2. That the amounts appropriated and the pur- poses for which the same shall be spent be as follows: '. Total $ 11,710.00 3,990.00 5,925.00 16,720.00 1,950.00 17,390.00 6,320.00 27,570.00 $ 91,575.00 General Control Fire Department Police Department street & Alley Department Tax Department Water & Sewer Department Garbage Department Bonded Debt Service -- Section 3. That the Board of CommiSSioners may trans- fer a sum from one item to another item within a fund, excepting that the Bonded Debt Service Fund shall not be subject to such alteration by the Board of Commissioners; and that a sum may be transrerred from one fund to another fund only on the authority "'I of an o~dinance passed by the Board of Commissioners. Section-4., That the necessity for the continued main- tenance, operation and improvement of the government of the City of La Porte creates an. emergency which requires that the budget shall become effective at once, that the rule requiring ordinance to be read at three several meetings be suspended and that this ordinance be passed finally on its first reading and that this ordinance, therefore, shall take effect from and after its pas-
