BE IT ~P~AINEi) BY THE CITY OOl.fiUSSION OF ~~HE CITY OF LA PORTE: Section 1: That all sidewalks constructed ,within the City of La Porte, Texas, ~ u90n any public right-of-way saall be constructed in accordance with the following plans and Rgecifi- ce,tions: 1. General: All sidewalks shall be built of con- crete upon a 2 inch sand cushion base. The concrete shf'.ll be coo- . ~osed of Por~land cement, fine aggregate, and coarse aGcregate~and shall be four (4) inches in thickness. Sidewalks sh~ll have a width of four (4) feet and sn~ll be loc&ted six (6) inches from the street right-of-way line. 2. Fine ~grega~: Fine aggregate sh~ll consist of 't,.ra.shed se,nd ha.ving clean, hard, Q.urable, uncoated grains, free froe soft or flaky particles or other injurious matter; shall be 't"J'ell graded from coarse to fine, and 'tvhen tested by str-mdard laboratory metho~s~ shall meet the following requirements: Sieve Size Per CentJ?as~i~ . 4 16 50 100 Clay - 3J~ Max. 95-100 50- 80 10- 30 0- 5 3. .QQ.~~e Aggregate: Coarse aggreg:::.te shall con- sist of crushed stone~ or gravel~ having hard, cleen, strong, durable pie:ces free from excessive adhel:,ent coatings ~ free from e e e salt and alkali; and when tested by standard laboratory methods, shall conform to the followinB requirements: Tbe maximum percentage of deleterious substances shall not exceed the following values by weight: Removed b.1 decantation Clay lumps Shale Soft fragments Other 10 ca,1 deleterious substances such as friable pieces The sum of the percentages of all above constituents shall not exceed 4% 0.25% 0.25% 3% 3% 5% e The wear for crushed stone or gr~vel shall not exceed the following :gercentages: Crushed stone Gravel 3% 17% Coarse aggregEte shall conform to the grad:Lng requirements given belot.! Concrete: The concrete shall be cocposed of 95-100 40- 70 10- 30 0- 5 e standard Po~tland cement or an approved high, early strenr,th cement, fine ag~regate, coarse aggregate, and water, mixed and proportioned to give a dense, workable mixture. The concrete shall have a mix of a~proximately one part cement, two parts fine aggregate, four yarts of coarse aggregate, and shall contain not less than five sacks of cement per cubic y~rd and not more than seven g&llons of water net per sack of cement. 5. Sub-Base: The sub-base shell consist of firm, hard soil from which all grass, traSh, roots, and other loose materia.l 4t has been removed. In the event it is necessary to fill any area where a sidew~lk is to be constructed, the fill shall be made of compactable clay, placed in six (6) inCh layers, and thoroughly tam~ed ~ith rollers or hand tamps. Such fill shall extend a minimu m e e .' of one (1) foot on each siele of the sidewalk. 6. ~: After the sub-base has been brought to grade and thoroughly compacted, and after the forms have been set, a base course consisting of two (2) inches of bank run sand shall be evenly spre~d and compacted. 7. Form,s: Forms shall 1:e metal or loTood and shall be straight, free from warp, and shall be set plumb ann held se- curely in place. If of wood, forms shall be composed of two (2) inch material. a.Expansion Joints: An approved type of commercial ~ pre-molded expansion joint one-half (1/2) inch thick shall be placed where t~o lines of sidewalks intersect, where meeting existing walk, and at intervals of not more than thirty-six ()6) feet throughout the entire length of the sidewalk. At all places where sidewalks meet curbs, a one inch approved type of commercial pre-molded ex- pansion joint shall be provided. All expansion joint material shall extend entirely through the sidewalk and shall extend the en- tire width of the sidewalk. 9. Finish: The sidewalk shall be brought to sub- st~ntially the finished elevation and screened off level. Then a 41 topping of one (1) part Portland cement to one (1) part dry fine screened sand shall be applied dry to the sidewalk by the dusting method and floc,ted in with '{-Tood darbies or floats. A second dust coat shall then be applied to fill in all ION spots and take up all excess water and shall again be flo&ted by means of hand floats to a true even surf~ce, and finally steel-trowellecL at the proper time and a sufficient number of times to produce a smooth, hard, burnished surface, free from waves and other defects. - As soon as the surfaces have hardened suffi- ciently, they shall be brushed with e stiff broom to produce a non-slip finish. Sidewalks shall be blocked into squares Nith neat steel jointer; also, round off all edges at expansion joints and at edges, etc., with metal edging tools. . e - 10. Finally: All side~~lks shall be built under the supervision of the City of La Porte, and forms shall oe checked for grede and location before any concrete is poured. Section 2. All sidewalks shall be built under the supervision of the City of La Porte or the Engineer designe.ted thereby and forms shall be checked for grade and loce,tion before any concrete is poured. e ~ction~. No construction of such sidewalks shall be com- menced until suCh time as the party responsible for such construction shall have first obtained from the City Clerk of the City of La Porte, a permit therefor and shall have paid unto the City the prescribed fee then in force and effect; such fee to be not less than (a.oo nor more than ~;5.00, as determined by motion cade, duly seconded, carried and spread upon the minutes of the City Commission. e Section 4. That whenever any person shall construct or cause to.be constructed any such sidewalks in violation of this Ordinance or 8.ny portion the~'e of, he shall be charged 1vi th the comrnission of a misdemeanor and, upon being found guilty as charged, shell be fined in an 2,~ount not to exceed Z;25. 00, and each d.a~f that such offense shall continue shall constitute a distinct and separate offense of thts Ordinance. Section 5. That all Ordinances or portions thereof heretofore pe.ssed b~,r the City 'ttoThi cl1 are in conflict herewith are hereby de- clared repealed upon the effectiye date of this Ordinance. e! !!ection 6. The,t the City Clerk of the City of La Porte in accordance ~lth the provisions contained in Section 25 of the Che,rter of said City shall give notice of the passage of this Ordinance by causing the title thereof to be published in the official newspaper in the City of La Porte at least twice within ten days after the passage of said Ordinance and shall note on this OrQinance and the record thereof, the fact the.t sane has been - . - e . - , . e publi6~ed as required by said Charterl together with date of such publication thereof.
