Section 1. That for the purpose of providing a budget forthe fiscal year be-
ginning July 1, 1953 and ending June 30, 1954, the sum set forlh below be, and the
same are h ereby' appropriated for the maintenance, operation and improvements of the
goveJ:n lII:mt of the City of La Porte, and the same shall be strictly applied for the
seVel"al purposes and in the respective amounts heJ:'einafter specified.
Section 2. That t he amounts appropriated and the purposes for which the same
shill be spent be as follows:

Section 3. That the Board or Connnissioners may transfer a sum from one item to

another item within a fund, excepti ng that the Bonded Debt Service Fund shall not be
subject to such altet"ation by the Board of Commissioners; and that a sum ma;.v be trans-
ferred from one fund to another fund only on the authority of an Ordinance passed by
the Board o.f Commissioners.
Section 4. That the necessity for the continued maintenance, operation and im-
provement of the govern mem of the City of La Porte creates an emergency which requires
that the budget shall become effective at once, that the rule requiring ord:1nances to be
read at three several meetings be suspended and that this ordinance be passed finally

on its first reading and that this ordinance, therefore, shall take effect from and
a.f'ter :its passage, and it is so ordained.
