D., 1954, came on to be considered the returns of the regular biennia.l election held on the 27th day of April, 1954, i1'1 the City of La ~orte, Harris County, texas, for the purpose of electing a Mayor and two Commigsioners; it appearing to the ~~yor and Ci~ Commissioners duly assembled for the purpose of considering such ret11rns that the aforesaid election was duly and regularly ordered l:IY the Mayor and City Commissioners; that said election was duly and re~ularly held in accordance with law and a duly passed city ordinance ordering the same; that proper returns Vlere duly and regularly made to the .I!llayor and Ci~ Commissioners as I~ovided by law; and that at said election votes were cast by seven hUndred and 1jhirty-seven (737) q,ualified voters in the following manner, to-wit: :;'OR MAYOR: Mercer D. R. Rigby and H. p. Pfeiffer reoeivod the greatest number of votos for Commissioners and are therefore deolared elected to their respeotive offices as Commissioners;
