time and it shall n,t ther~after he finally acted upon until at least thirty
(30) days ~ave elapsed after the'first notification thereof. Any citizen of
the City pf La Port'er or of the territory to be annexedT shall bave the right
to contest such' annexation by filing with the City Commission of the City of
