WHEREAS, the City of La Porte is aware of proposal(s) at the
federa~: l~ve~ to amend the Employee Retirement Income Security Act
(ERISA) to provide for state regulation of self-insured employee
benefit plans as it relates to levels of benefits, funding, and
solvency risk pools; and
WHEREAS, the City of La Porte as maintainer of a self-jnsured
employ~e,benefit prog~am, namely. group health insurance, has been
able to promote effective utilization of health care services, make
health care providers more responsible, and restore cost effective
management of a principal employee benefit; and,
WHEREAS, the proposed ERISA amendment would not insure any
greater:: :q~~l~,ty of med ical care,. could promote further abuses of
health care delivery and could also substantially increase costs, not
only to employers, but also to governments, and the citizenry at
large, as a result of greater administrative costs; and
WHEREAS, the City Management closely administers the fiscal
sta tus'J~t;, ,th~ self-in~urance fund both through internal aud it and
through external financial consultants; and,
WHEREAS, the La Porte Group Health Self-Insurance Fund has been
drawing:. ',;:ll.~r.pluses ..since its inception' and whereas,- quality of
employee and dependent care has also been of utmost concern,
The City Council of La Porte hereby resolves to oppose the
proposed am~ndmen~ to the Employee Retirement Income Security Act.
The City Council urges its 'national. representatives to oppose such an
qmen~ment :at this time.
