AN ORDINANCE APPOINTING THE MAYOR AND THE COMMISSIONERS TO POSITIONS KITH POWER,
AUTHORITY AND DUTIES IN THE SUPERVISION OF THE SEVERAL DEPARTMENTS OF THE CITY
OF LA PORTE.
WHEREAS, H. P. Pfeiffer has taken the oath of office and qualified as
required by law for the office of Mayor of the City of La Porte; and
WHEREAS, John D. (Jack) Lawler, Odell L. Brown, Tom W. Osborn and
Frank R. Boyle have taken the oath of office and qualified as required by law
for the office of Commissioner for the City of La Porte; and
WHEREAS, the four (4) said Commissioners have determined, by lots, the
number of the position of each Commissioner, as follows, to-sit:
Tom W. Osborn - Commissioner, Position No. One (1);
John D. (Jack) Lawler - Commissioner, Position No.~Two (2);
Odell L. Brown - Commissioner, Position No. Three (3);
Frank R. Boyle - Commissioner, Position No. Four (4);
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COMMISSION OF THE CITY OF
ALA PORTE, THAT:
Section 1. Tom W. Osborn, Commissioner, Position No. One (1), is here
by appointed Water and Sewer Commissioner of the City of La Porte, and as such
Commissioner shall have all the powers and authority and the duties in the super
vision of maintenance of the City Water System and improvements and extensions
to such Water System, supervision of the maintenance of the City Sewer System,
and the improvements and extension of such sewage system.
Section 2. John D. (Jack) Lawler, Commissioner, Position No. Two (2),
is hereby appointed Health Commissioner of the City of La Porte, and as such
Commissioner shall have all the powers and authority and the duties in the super
vision of the collection and disposal of garbage, regulation of the City garbage
dump, control and elimination of mosquitoes and other insects, by spraying or
otherwise, control of rodents, snakes, etc., by mowing of vacant property or
otherwise, and the enforcement of ordinances pertaining to septic tanks.
Section 3. Odell L. Brown, Commissioner, Position No. Three (3), is
hereby appointed Public Works Commissioner of the City of La Porte, and as such
Commissioner shall have all of the powers and authority and duties. in the super
vision of the construction of and maintenance of the streets, alleys, ditches
and sidewalks.

j Section 4. Frank R. Boyle, Commissioner, Position No. Four (4), is

'hereby appointed Fire, Recreation and Civil Defense Commissioner of the City of

!,La Porte, and as such Commissioner shall have all of the powers and ar~thority an~
the duties in the supervision of the Fire Department, the formulation of recre-
ational facilities, and as Director of Civil Defense, and the Radio Control Cen-~
lter.
Section 5. Mayor H. P. Pfeiffer is hereby appointed Director of the
Police Department and Corporation Court, aulas such Director shall have all the
powers and authority and the duties in the supervision of the Police Department,
the Corporation Court, and the control of automobile wrecker calls and service.
Section b. All of the appointments contained in the preceding sec-
tions of this ordinance shall be effective as of the 1st day of May, A. D. 1958,
and for the balance of the terms of office of the Mayor and Commissioners of
the City of La Porte.
Section 7. This ordinance shall take effect and be in force from and
after its passage and approval, and it is so~or~dered.

Section 8, F. L. Copeland is hereby appointed Manager of the La Port
Municipal Airport, and shall serve in such office for the term beginning the
1st day of May, A. D. 1958.
Section 9. The La Porte Liberal is hereby designated as the official
ne~spaper of the City of La Porte for the term beginning the 1st day of May,
A, D. 1958.
Section 10. George H, Counts, Sr., is hereby appointed Judge of the
Corporation Court, and shall serve in such office for the term beginning the
1st day of May, A. D. 1958.
Section 11. The First National Bank of La Porte, La Porte, Texas, is
hereby designated the depository for the City of La Porte for the term begin-
ning the 1st day of May, A, D,1958.
Section 12, Kiibler C Kiibler are hereby appointed Legal Counsel
for the City of La Porte, and shall serve for the term beginning the 1st day of
May, A. D. 1958.
Section 13. This ordinance shall take effect and be in force from
and after its passage and approval, and it is so ordained.
