AN ORDINANCE SETTING ASIDE AND DESIGNATING A LOADING ZONE ON SOUTH FOURTH STREET,
IN THE CITY OF LA PORTS, ADJACENT TO LOTS N0. TWENTY (20) AND TWENTY-ONE (21),
BLOCK N0. FORTY-ONE (41), AS SHOWN BY THE RECORDED SAP OF THE TOWN OF LA PORTS.
BE IT ORDAINED BY THE CITY COid1~9ISSI0N OF THE CITY OF LA PORTS, TEXAS, THAT:
Section 1. The parking space on the West side of South Fourth Street,

in the City of La Porte, in front of and adjacent to Lots No. Twenty (20) and
Twenty-One (21), in Block No. Forty-One (41), of the Town of La Porte, Harris
County, Texas, according to the recorded plat thereof, is hereby designated as
a "Loading Zone", and set aside for the exclusive use of loading or unloading
of persons, merchandise, supplies and materials.
Section 2. The Superintendent of Public ~Iorks is hereby authorized
and instructed to lay out and designate by orange colored lines or marks on su
face of the street and/or curb, the said loading zone, with the words "Loading
Zone" painted thereon. No parking meter shall be used in or adjacent to said
loading zone.
Section 3. This ordinance shall take effect and 6e in force from and

RESOLUTION OF THE CITY COMMISSION OF THE CITY OF LA PORTS
WHEREAS, it appears to the City Commission of the City of La Porte
that it is to the best interest of said City to employ Ernest L. Brown, Jr., a~
the fiscal agent for said City for a period of five (5) years, in accordance with
the terms, conditions and agreements contained in that certain contract attached
hereto and marked "Exhibit A"; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF
LA PORTS, That said City employ the said Ernest L. Brown, Jr., as its fiscal
agent for a five (5) year period, and that H. P. Pfeiffer, Mayor of said
City and Frank G. Baker, City Clerk, be, and they are hereby, authorized and
instructed to execute and deliver on behalf of said City the written contract
marked "Exhibit A" hereto attached and made a part hereof.

EXHIBIT "A"
To the Honorable Mayor and City Council
City' of Le Porte

Gentlemen
In connection with the ecmtemplated. future grc~th of the
City of Le Forte and the resultant need for additional borrowing for
all City purposes, I propose to act as Fiscal Agent for the City under
thg following terms and conditions:
I will stand ready at all times to advise with the City
Council on any additional Bonds or Warrants that it proposes to issue,
or refunding of outstanding Bonds or Warrants, and to make detailed
• studies of each separate item as presented. In this connection I will
assist the Gity Council in determining maturity schedules, interest
rates, amount of tax levy required, if any, and any change in water or
sewer rates, if rer~,uired.
Furthermore, I gill be available for consultation on any
general subjects relating to the City's financial position.
I agree to make available at my aaan. expense a firm of
recognized market attorneys acceptable~to the City and myself to prepare
all necessary orders and certificates incident to the issuancte of axe
Booms or I~arrants and for any refundix~, and I agree to pay the fee of

to pay any other expenses v~hich I might have incurred.
VPhen Bonds are authorized and ready for sale, I agree to
me~ke up a fu11 and complete financial state~ztt of the City of La Porte
and to pxepare proper notice to bidders end bid farms so that Bonds might
be sold on advertised competitive bids.

{lj On any refunding of non-optional bonds, the City
wil.I. pay mu a cash fee equivalent to three per cent
(3~) of the principal amount of bonds refunded.

(2) On all new issues or refunding of optional bands,

the City mill pay me a cash fee f three per cent
(3yb) of the first $50,00 of bonds; two parr cent
(2~) of the next $200,000 of bonds; and one and one-
half per cent {1-1/2~) of the principal amount of
bvnd,s over $250,000; these fees to apply to each
separate issue of bonds.
(3) A cash arurual retainer fee of Ten Dollars 010.00)
per year, this fee to be paid out of current income
each yeax.
The fees listed above are to be payable only when a refunding
• has been completed; or, in the case of new borrowings, where bonds have
been issued, delivered and paid for.
It is agreed and understood that should the City far any reason
be unable to make final delivery an any issue of Bonds or Warrants, ox to
complete any refunding, then the City shall not be obligated to me far any
fee, and az~y expenses which I will have incurred shall accrue solely to me.
This contract shall remain in full force and effect for a period
of five (5) years Pram its dote; or, should any issue of any kind then can-
templated be in the process of being completed, then this contrast shall
e~etend beyond the Pive years until all transactions have beef oompleted,
