HomeMy WebLinkAboutCAHOON PROPOSALProposal for the City of La Porte Comm unity Rating System CAHOON CONSUL' Proposal for the City of La Porte Community Rating System INTRODUCTION The City of La Porte (City) joined the Community Rating System (CRS) program in 9999. The initial application resulted in the City receiving a class 8 rating. Effective October 1, 2013, the rating was improved to a class 7 which translated to a 15% discount on flood insurance premiums for citizens located inside the floodplain, and some areas outside of the floodplain (excluding Preferred Risk Policy areas) receive a 5% discount. The table below shows the current total savings of citizens as a result of the City's participation in the CRS (data current as of March 27, 2015). Proposal for the City of La Porte Community Rating System CRS TRANSITION When the City initially came into the CRS program, it fell under the requirements of an earlier edition of the CRS Coordinator's Manual (Manual). In the summer of 2013, a revised Manual took effect following the completion of a major update to the CRS program. All participating CRS communities approaching their reverification cycle or wishing to make a modification to improve their classes will have to meet the updated requirements as stipulated in the revised 2013 Manual. In some cases, the difference in the two manuals makes it difficult to compare the City's earned points, as some activities increased the available credit and some points were decreased in other areas. For instance, in Activity 320 in the previous Manual, the City received the maximum 140 points for providing map information to inquirers. The same activity in the 2013 Manual now includes additional elements but for a lower maximum of only 90 points. This means that the City will have to make up those 50 points in another activity. There are several activities in the new Manual that have fluctuated in points (both increases and decreases), have moved to a different section, or are brand new to the program. More effort will be required to maintain the current class 7 rating and additional effort if the City wishes to improve to a class 6 rating. METHODOLOGY AND COST ESTIMATE —Revised June 24, 2016 In June of 2016, the City received communication from Scott Cofoid, ISO CRS representative who will be conducting the 2016 CRS cycle visit. Scott suggested a Documentation Submittal Schedule for the purpose of planning and dividing the activities into a more manageable submittal process. The idea of the schedule is to piecemeal one activity per week in order to make the actual cycle visit day as easy as possible. As mentioned, the schedule is suggested, and efforts can be made to combine documentation for activities not listed or to skip ahead in the process. Cahoon Consulting will coordinate with City staff to meet the deadlines of the Documentation Submittal Schedule (below) as suggested by ISO. The Consultant will be able to estimate an achievable class rating once the project is underway; however, because all documentation is evaluated by a third party and is subject to individual review, a specific class rating cannot be guaranteed by the Consultant. Cahoon Consulting proposes a cost estimate of $14,500 to assist the City in transitioning to the 2013 CRS Coordinator's Manual for the purpose of maintaining the current class 7 and/or making a class improvement. This estimate is based on the number of hours projected to complete the tasks associated with each activity. The overall project will consist of strategic collaboration with City staff in various departments such as, but not limited to, the Planning and Development Department, Public Works Department, and Emergency Management Office. As previously mentioned, the Consultant cannot extend a guarantee that the City will achieve a class 6 or better rating, as the evaluation and scoring are performed by another entity subject to individual reviewer evaluation; however, the Consultant pledges to assist the City in every possible effort in order to achieve its desired goal.
