WHERE&S, the City Commission of th~ City of La Porte has been ,requested by the record owners of all of the property abutting "1" Street between South Broadway Street and Texas Street, formerly known as First Avenue, to vacate, abandon, and 'permanently close that portion of "I" Street, and ~.S, the City' Commission of the City of La '. . Porte heretofore, to~wit, on the 21st day of March, 1958, under Ordinance No. 533, ~acated, abandoned and permanently closed all of that portion of "I" S'treet lying and being situated East of Texas Street, which vacated and closed portion of "I" S'treet ,is now a part of the La Porte Inde- pendent School District school grounds; and Wi:IBREAS, the said portion of "1" Street between Broadway street and Texas Street has never been opened or 'used as a publiC r,oad or, street: and WH~BAS, "J" Street and South Broadway Street are presently, and will in' the future continue to furnish .all needed acc.ess and thor'oughfares for traffic of any nature:. and WHEaBAS, "111 Street, 'should it ever be opened between Broadway Street and Texas Street, would dead-end at the La Porte' Independent School District school grounds, and wou~d be a hazard to pedestrians and traffic of all natures: and
