WHEREAS, the current stale policy regarding the inswllation. maintenance, and operation qf trqtfi.c

WHEREAS. such policy forces moderately sized clties to face exponential leaps in the quantity qf trqffic
signals they will have to assume re.\ponsibiliO'fin. maintain inK and operating,' and
WHEREAS, it has heen determined by City Council that it is more appropriate for TxDoT to own,
operate, and maimain trqUic signals and as.mc:lated devices on roadway facilities within the corporate city
Limits until such city reaches a population (!l/OO,OOO or more when cities will have enough resources to
handle such an increase in re~pol1.\'ihility; and
WHEREAS, the costs associated with said trall.~li1r will he a large hurden on such cities; now, therc1fore
NOW THEREFORE. BE IT RESOL VED BY THE CITY COUNCIL OF THE CITY OF LA PORTE, TEXAS:
Section I. That tfwfacts and recitations ,\'et.forth in the preamble qlthi.\' resolution are herebyfound
to he true and correct.
Section 2. That the City Council ofth(' City (!lLa Porte, Texas, hereby expresses its support that the
state policy he changed to set the population levels at less than IOO,(XJO/or incorporated cities/or which the
Texas Department (!f Transportation installs. maintains, and operates traJfie: ,\'ignals upon request hy the city
council, mayor, or city mal1aKer.
Section 3. That the City Council q{the City (?lLa Porte, n~xas, hereby authorizes the City Manager
and City Secretary or their desiKnees to notifY the Texas Municipal Lt~aKue and pertinent legislalors qf the
City (!f La Porte's position on this topic and to take an)' and all other appropriate measures to register the
City q{ La Porte ',\' desire to (:tfect this change.

Subject: TxDoT Traffic Signal Policy Change Resolution
Dear Mayor Malone:
Missouri City requests that your city support the attached resolution requesting the Texas
Department of Transportation (TxDoT) to change its policy regarding the size of incorporated
cities within which it is responsible for installing, maintaining, and operating traffic signals. The
policy currently sets the population size of cities that TxDoT is responsible for at less than
50,000 (latest federal census). The proposal is that the population level be changed to those
cities with a population less than 100,000.
The proposal is a win-win situation. Such a change would be beneficial for cities that
currently have populations between 50,000 and 99,999 since it would transfer maintenance
responsibility back to the state, saving them money in the process. Cities with a population less
than 50,000 will be able to better plan for take over of such a responsibility if and when they
reach the new population level. From Missouri City's perspective it makes sense.,that TxDoT
maintain traffic signals on roadways and facilities which are owned and operated by TxDoT.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MISSOURI CITY, TEXAS,
EXPRESSING ITS DESmE TO CHANGE THE POLICY OF THE TEXAS DEPARTMENT
OF TRANSPORTATION (TxDoT) FOR CITIES TO INSTALL, MAINTAIN, AND OPERATE
TRAFFIC SIGNALS WITHIN THEIR CORPORATE LIMITS TO CITIES WITH A

WHEREAS, the current state policy regarding the installation, maintenance, and operation of
traffic signals on the state highway system in incorporated cities of less than 50,000 population
calls for Texas Department of Transportation (TxDoT) to be responsible for such duties when
requested by the city council, mayor, or city manager, and
WHEREAS, such policy forces moderately sized cities to face exponentialleaps in the quantitY
of traffic signals they will have to assume responsibility for maintaining and operating; and
WHEREAS, it has been determined by City Council that it is more appropriate for TxDoT to
own, operate, and maintain traffic signals and associated devices on roadway facilities within the
corporate city limits until such city reaches a population of 100,000 or more when cities will
have enough resources to handle such an increase in responsibility; and
WHEREAS, the costs associated with said transfer will be a large burden on such cities; now
therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MISSOURI CITY, TEXAS:
Section 1.
That the facts and recitations set forth in the preamble of this resolution
are hereby found to be true and correct.
Section 2.
That the City Council of the City of Missouri City, Texas, hereby
expresses it support that the state policy be changed to set the population levels at less than

maintains, and operates traffic signals upon request by the city council, mayor, or city manager.
Section 3.
That the City Council of the City of Missouri City, Texas, hereby
authorizes the City Manager and City Secretary or their designees to notify the Texas Municipal
League and pertinent legislators of the City of Missouri City's position on this topic imd to take

any and all other appropriate measures to register the City of Missouri City's desire to effect this
change.
