1644 A
AN ORDINANCE ESTABLISHING THE RATES FOR THE USE OF THE MUNICIPAL
SWIMMING POOLS AND THE HOURS OF OPERATION FOR THE MUNICIPAL
SWIMMING POOLS.
Section I. Admission to the Municipal Swimming Pools may be
obtaIned by either purchase of a season pass or by paying a
general admission fee.
A. Season passes for San Jacinto & Northwest Municipal
Pools may be purchased at the Parks and Recreation
offices or at the municipal swimming pools. A member
of the family must apply in person for the pass/passes.
Season Passes and photo I.D. cards for Little Cedar
Bayou Park must be purchased on-site.
IDENTIFICATION CARD: In order to qualify for resident
rates, both seasonal passes and walk-in, residents must
purchase an Aquatics photo I.D. card for themselves and
any members of their immediate families. *Cost per
card: $2.00. Anyone entering the Little Cedar Bayou
Facility without an Aquatics photo I.D. card must pay
the non-resident rate.
*All memberships include I.D. card - cards at no extra
charge.
PROOF OF RESIDENCY: To purchase this photo I.D.
residents must present current water and sewer
rental receipt or tax statement with valid
Drivers License. (Drivers License not acceptable
by itself.)

JACINTO OR LITTLE CEDAR FACILITIES FOR TEENAGE AND OLDER GROUPS.
Section 2. Hours of Operation for Municipal Swimming Pools.
Municipal Pools will open for the Memorial Day Weekend (Saturday thru
Monday) then re-open the first day preceeding the La Porte Independent
School District summer dismissal. Pools will be open for the July 4th
holiday. Northwest and San Jacinto Pools will close for the season the
last Sunday prior to La Porte Independent School District classes resuming.
Wave pool will be open Labor Day weekend.

B. Times must be reserved a minimum of two weeks in
advance

C. Cancellation must be made a mlnlmum of twenty-four (24)
hours in advance of reservation.
D. Require a ratio or one (1) staff person (*SpecialGroup)
per ten patrons.
E. Fees: Twelve dollars ($12.00) for aquatics staff per
hour. (one (1) facility manager and one (1) lifeguard)
F. Admission rate of $ .75 for each patron over the age of
four (4). Under four (4) admitted free.
G. This admission applies only to special groups of ten
(10) persons or more with proof of group affiliation.
II. Reduced Admission Rate for Special Group Patrons during
Public Swim Sessions:
*Only valid for our San Jacinto and Northwest Park Pools.
A. Available during any public swim sessions.
B. For groups of over twenty (20) we will require a
a minimum of twenty four (24) hour advanced notice
C. Will require a ratio of one (1) staff person (*Special
Group) per ten (10 ) patrons.
D. Admission rate of $ .50 for each patron over the age of
four (4). Under four (4) admitted free.
E. This reduced admission applies only to special groups
of ten (10) persons or more with proof of group
affiliation.
Section 3. The City Council officially finds, determines,
recites and declares that a sufficient written notice of the date, hour,
place and subject of this meeting of the City Council was posted at a place
convenient to the public at the City Hall of the City for the time required
by law preceding this meeting, as required by the Open Meetings Law,
Article 6252-17, Texas Revised Civil Statutes Annotated; and that this
meeting has been open to the public as required by law at all times during
which this ordinance and the subject matter thereof has been discussed,
considered, and formally acted upon. The City Council further ratifies,
approves and confirms such written notice and the contents and posting
thereof.
Section 4. This Ordinance shall be effective from and after its
passage and approval.

PROPOSAL FOR SPECIAL PURCHASE PASSES
It is recommended that the City of La Porte offer the option, to
its users, a variety of special passes to be used at Little Cedar
Bayou Wave Pool. We feel that this option would increase our sales
and daily attendance. We feel that the current season pass is
limiting to those who may travel, vacation or have other
obligations during the summer that may discourage the purchase of
a pass for an entire season. Therefore, we would like to offer
passes available for limited periods of time. Thos~ include a
monthly (30 day) pass, a 5 day pass and.a 3 day pass. The 30 day
fees are based on a 1/3 percentage of the seasonal pass all ready
in existence. The 5 day and 3 day pass are computed at a rate of
25% discount of the daily admission fee and rounded up to the
nearest 25 cent increment.
We are aware of the possibility that a non-resident may attempt to
get a resident to purchase a pass at a lower fee, however, we feel
that the current policy on proof of residency would greatly reduce
the chance for misuse or error.

SPECIAL GROUP USAGE PROPOSAL:
We have had a number of requests from area Day Care Centers for
discounted use of our community pools, as well as discounts for
large supervised groups that wish to use the community pools.
We propose the following policies be adopted to insure the proper
administration of these requests:
*1. Exclusive use of community swimming pools by Special Groups:

staff does not believe we should offer any discounts or special
times for any group at the Little Cedar Bayou Park Wave Pool. The
admission rates for the Wave Pool are very reasonable as they
stand, and the scheduling of and cost of operating that facility
prohibits any exclusive use agreements other than our "Private
Party" times and rates.

It is recommended that the hours of operation for the La Porte
Municipal Pools be as follows.
It is also recommended that the Northwest and San Jacinto pools be
closed on Mondays. This would enable proper maintenance to be
performed in a thorough and comprehensive manner. It would also
greatly reduce the amount of wear and tear on the filtration and
operation systems at each of the facilities. It is found to be a
common practice among many municipal pools and does appear to help
customer satisfaction by having better maintained facilities. The
closing on Mondays would allow crews to perform lawn care, locker
room cleaning, deck cleaning, general repairs, and if necessary
super chlorination of the pools. As well as being able to conduct
staff training sessions.
We also request to be given the authority to make decisions
regarding the adjusting of hours of operation to accommodate heavy
use times and low attendance periods. We feel it is very cost
prohibited to remain operational during late evening hours when
there are no users. We would like to be able to best serve the
populations needs and wants and would require the ability to make
on site decisions regarding hours of operation in this manner.

Recreation Department office between the hours of 8:00 am
and 5:00 pm, Monday thru Friday.

3. Reservations are subject to change with a two (2) week
notice. These changes will be made to facilitate better
programming of the Swimming Pools. The changes will be made
by the Recreation Superintendent or his Aquatics
Coordinator.
4. A $50.00 deposit will be charged on all rentals. The
deposit will be required at the time the reservation is
made. Rental fees are required three (3) days in advance.
If the rental fee is not paid three (3) days prior to the
date of reservation, the reservation will be cancelled. The
deposit will be made as a separate payment and will be used
to cover any repairs or custodial services considered to be
excessive. Notification of cancellation must be received
one (1) week prior to reserved date to receive a full refund
on the deposit.
5. In the event of mechanical failure or inclement weather
either a full refund of your deposit and rental fee or the
opportunity to reserve the next available date will be given
you.
6. Any decorations used in the pool area/park property must
first be cleared through the Aquatics Coordinator.
7. Refreshments may be brought in or you may contact
Concessions Management Services for catering/concession
information at (713) 944-0441. Absolutely no glass
containers may be brought into the pool area!
8. A *one day permit for the consumption of beer and wine may
be purchased from the Parks and Recreation Office. This is
ONLY allowed at the Little Cedar Bayou Park and NOT at the
San Jacinto or Northwest Pool Facilities.
*$5.00 Additional Charge.
9. All swimming pool rules will be strictly enforced by our
staff. Please review the attached list of rules and
regulations.
