AN ORDINANCE APPOINTING MEMBERS TO VARIOUS BOARDS, COIDUSSIONS,
AND COMMITTEES, OF THE CITY OF LA PORTE, PROVIDING A SEVERABILITY
CLAUSE, CONTAINING A REPEALING CLAUSE, FINDING COMPLIANCE WITH
THE OPEN MEETINGS LAW, AND PROVIDING AN EFFECTIVE DATE HEREOF.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LA PORTE:
Section 1. The City Council of the City of La Porte hereby

Section 17. If any section, sentence, phrase, clause or any
part of any section, sentence, phrase, or clause, of this
ordinance shall, for any reasons, be held invalid, such invalidity
shall not affect the remaining portions of this ordinance, and it
is hereby declared to be the intention of this city Council to
have passed each section, sentence, phrase or clause, or part
thereof, irrespective of the fact that any other section,
sentence, phrase or clause, or part thereof, may be declared
invalid.
Section 18. All ordinances or parts of ordinances in
conflict herewith are repealed to the extent of such conflict
only.
Section 19. The city Council officially finds, determines,
recites, and declares that a sufficient written notice of the
date, hour, place and subject of this meeting of the City Council
was posted at a place convenient to the public at the City Hall of
the City for the time required by law preceding this meeting, as
required by the Open Meetings Law, Chapter 551, Texas Government
Code; and that this meeting has been open to the public as
required by law at all times during which this ordinance and the
subject matter thereof has been discussed, considered and formally

acted upon.
The City Council further ratifies, approves and
confirms such written notice and the contents and posting thereof.
section 20. This Ordinance shall be effective from and after
its passage and approval, and it is so ordered.

Provide overall leadership of a propylene oxide/tertiary butyl alcohol unit, pharmaceutical grade
propylene glycol unit and other derivative units within the complex. Direct supervision of seven
supervisors and thirty-eight hourly operators. Responsible for the health, safety,
environmental, production, reliability and cost performance of the operating units. Utilize global
work processes to meet key performance metrics while maintaining financial commitments.
Member of the Enterprise-wide Operations and Control Systems Best Practice Team.

Production Superintendent - OlefinslTraining
Responsible for the safety, environmental and production performance of a world-scale olefins
plant. Direct supervision of seven supervisors and fifty-one hourly technicians. Provide
leadership and support to operate and maintain the olefins unit in order to meet production
goals while meeting financial commitments and optimal unit performance through the
Maintenance Operations Workflow Process and Operating Discipline. In addition, provide
leadership for six training coordinators, one process safety management coordinator and one
administrative assistant. This group is responsible for the regulatory and skills based training,
as well as, process safety management for the entire complex. The team lead for the
Enterprise-wide Operating Discipline Implementation Team.
Equistar Chemicals, LP/OxyChem - Corpus Christi, Texas

Production Area Manager - Olefins/Aromatics
Primary responsibility for the technical direction and leadership of the olefins and aromatics
operating units while maintaining safety and environmental compliance. Direct supervision of
two production engineers and responsible for overall plant optimization. Leader of the
production engineering effort concerning day-to-day operations and production planning.
Establish monthly production plans and identification of plant constraints. Establish
performance criteria and monitoring methods to insure that the operating equipment is
performing properly and efficiently. Review and approve all Standard Operating Procedures
and modifications consistent with the Management of Change Procedure. Manage all process
chemical treating systems and outside chemical treatment companies.
Accomplishments
. 100% on-stream time and right first time for ethylene and propylene in 1998.
. Olefins unit flared only six hours from 1997 to 1998.
. Set annual production record for ethylene and propylene in 1997.
. Member of Operations Optimization Subcommittee and sponsor of C2 Converter Task
Team which contributed synergies in excess of $1MM per year.
. Member of Process Chemicals Evaluation Task Team chartered to reduce overall
company spending on process chemicals by $1-2MM per year.

Production Engineer - Oletins/Aromatics
Primary responsibility for the day-to-day operations and troubleshooting of the olefins and
aromatics units. Establish operating targets and ensure maximum production at equipment
limits to optimize profitability. Complete Management of Changes associated with
modifications to continually improve unit performance. Define plant operating constraints and
recommend capital improvements.
Accomplishments
. Improved C2 Reactor performance resulting in $1 MM per year profit improvements.
. Member of task team that improved depropanizer operation by reducing fouling. The
depropanizer and reboiler operated for six years (1996-2002) without any fouling.
Extensive monitoring program was developed to track progress. Developed new pre-
startup chemical cleaning and passivation procedure.
. Led a team of Operations and Maintenance personnel that repaired a leaking propylene
refrigeration desuperheater on-line by double hot tapping and stoppling. Developed
procedures and contingency plans for the project. Repair was completed successfully
without safety or environmental incidents resulting in savings of $5MM by avoiding a plant
shutdown.
Production Engineer - Butadiene/Logistics
Monitor and troubleshoot daily operations of the butadiene unit, waste water unit and waste
caustic area. In addition, coordinate feedstock and product movements, as well as inventories.
Interim Area Manager from 9/92 -11/92 which consisted of responsibility for safety,
environmental and production of the butadiene unit/logistics area, including thirty-seven
employees.
Accomplishments
. Led a project team of five that extended butadiene unit run length from three to eighteen
months and on-stream time from eighty-three percent to ninety-four percent.
. Took lead role in implementing a $1.5MM licensed technology to extend the butadiene unit
run length to four years. This role also included the process design, development of
standard operating procedures and process technician training.
. Participated in a Process Hazards Review of the butadiene unit.
Process Engineer - Technical Department
Provided detailed process design for capital projects and technical support to operations.
Accomplishments
. Balanced the fuel gas system and saved $316M per year by designing a $145M project to
reroute internal fuel gas from the olefins unit to the cogeneration and butadiene units.
. Lead process engineer in implementing a plant test to co-crack mixed C4s in cracking
furnaces that saved $750M.
. Developed an enclosed system for disposing of excess laboratory samples.

SUMMARY & RECOMMENDATION
This is a continuance of appointments and replacements of boards and commission members expiring this term. The
following positions still need to be filled/replaced:

Two vacant positions need to be filled:
Jan Lawler has agreed to fill one of the positions as discussed at the December 13,2004 meeting.
