AN ORDINANCE APPROVING AND AUTHORIZING AN AGREEMENT
BETWEEN THE CITY OF LAPORTE AND THE ECONOMIC ALLIANCE
HOUSTON PORT REGION, ("CONTRACTOR"), A TEXAS NON-PROFIT
CORPORATION; FOR ECONOMIC DEVELOPMENT SERVICES;
APPROPRIATING NOT TO EXCEED $20,000 TO FUND SAID CONTRACT;
MAKING VARIOUS FINDINGS AND PROVISIONS RELA TING TO THE
SUBJECT, FINDING COMPLIANCE WITH THE OPEN MEETINGS LAW;
AND PROVIDING AN EFFECTIVE DATE HEREOF.

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LA PORTE:
Section 1. The City Council hereby approves and authorized the contract,
agreement, or other undertaking described in the title of this ordinance, in
substantially the form as shown in the document which is attached hereto and
incorporated herein by this reference. The City Manager is hereby authorized to
execute such document and all related documents on behalf of the City of La Porte.
The City Secretary is hereby authorized to attest to all such signatures and to affix
the seal of the City to all documents. City Council appropriates the sum not to
exceed $20,000 from the City of La Porte Community Investment Fund Account No.
036-6061-565-5014 to fund said contract.
Section 2. The City Council officially finds, determines, recites, and declares
that a sufficient written notice of the date, hour, place and subject of this meeting of
the City Council was posted at a place convenient to the public at the City Hall of
the City for the time required by law preceding this meeting, as required by the
Open Meetings Law, Chapter 551, Texas Government Code; and that this meeting
has been open to the public as required by law at all times during which this
ordinance and the subject matter thereof

has been discussed, considered and formally acted upon. The City Council further
ratifies, approves and confirms such written notice and the contents and posting thereof.
Section 3. This Ordinance shall be effective from and after its passage and
approval, and it is so ordered.

SUMMARY & RECOMMENDATION
The Alliance (formally SEED) has been restructured and a new CEO has been hired. They have focused their
efforts on providing services to the cities/areas along the ship channel.
The City was a member of SEED but did not renew its membership while the SEED board was restructuring its by-
laws and its focus on services to be provided.
Some of the services to be provided by The Alliance include the following:
. Conduct one educational seminar specific to La Porte, Texas for local economic and community
development professionals, as well as government officials, local business and community leaders.
· Stimulate, encourage, market and develop business location and commercial activity in La Porte, Texas that
fulfills the City's Economic Development.
· Compile and disseminate economic and business related data to La Porte, Texas at least on an annual basis.
· Under take or update workforce analyses to provide current data targeted to prospective industries.
. Interact with the Texas Department of Economic Development of behalf of La Porte, Texas and other
economic development groups to acquire economic business related data.
. Prepare press releases and act as a media liaison publicizing the City's efforts.
The fee is $20,000/yr payable in two installments, 151 within 30 days of effective date of Agreement and 2nd within
30 days of the semi-annual meeting and first progress report.
The term of the Agreement is for 1 year. It includes provisions for termination of convenience by the City and
termination for cause by either the City or The Alliance.
We have found The (restructured) Alliance to be very open, visible and active in providing services that are specific
to promoting regional economic development services.
Action Required bv Council:
Staff recommends approval of Ordinance 2004- approving the Agreement with The Alliance to provide economic
development services.
