AN ORDINANCB APPROVING AND AUTHORIZING AN AGRBBMBNT BBTWBBN THB CITY OF LA PORTB AND BARRIS COUNTY FOR THB CITY OF LA PORTB TO USB HARRIS COUNTY'S 800 MBGAHBRTZ RADIO SYSTBM, MAICING VARIOUS FINDINGS AND PROVISIONS RBLATING TO THB SUBJBCT, FINDING COMPLIANCB WITH THB OPBN MBBTINGS LAW, AND PROVIDING AN BFFBCTIVE DATB HBRBOF. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LA PORTE: Section 1. The City Council hereby approves and authorizes the contract, agreement, or other undertaking described in the title of this ordinance, a copy of which is on file in the office of the City Secretary. The City Manager is hereby authorized to execute such document and all related documents on behalf of the City of La Porte. The City Secretary is hereby authorized to attest to all such signatures and to affix the seal of the City to all such documents. Section 2. The City Council officially finds, determines, recites, and declares that a sufficient written notice of the date, hour, place and subject of this meeting of the City Council was posted at a place convenient to the public at the City Hall of the City for the time required by law preceding this meeting, as required by the Open Meetings Law, Chapter 551, Texas Government Code; and that this meeting has been open to the public as required by law at all times during which this ordinance and the subject matter thereof has been discussed, considered and formally acted upon. The City Council further ratifies, approves and confirms such written notice and the contents and posting thereof. Section 3. Exhibits: Budgeted Item: YES NO Exhibits SUMMARY & RECOMMENDATION The Police Department laptop program has been leasing a data line on Pasadena Police 800 megahertz radio tower and line. Recently, Pasadena and Harris County reached an agreement regarding their 800 megahertz radio systems. Pasadena will no longer lease their radio data line to us and it will become necessary to convert our system over to Harris County's laptop system. In order to do so we must enter into an Inter-Local Agreement with Harris County. Due to the possibility that we will eventually have our entire radio system move to 800 megahertz it was decided that the Inter Local Agreement should be for a complete and comprehensive agreement and not just for the laptops. By entering a complete agreement we will save money and time when and if we move our radio systems to the Harris County 800 mhz system. All costs associated with this Inter Local Agreement and the conversion of our laptop systems will be paid out the Departments Narcotics Seizure A wards. The total costs of the conversion is $1,680.00, which includes a yearly fee of $1,260.00 ($90.00 per unit, times 14 units), a one time setup fee of$175.00, and a programming fee of $245.00 ($17.50 per unit, times 14 units). Pasadena has also agreed to refund any balance of funds left on our current lease agreement. Moving to the Harris County's Laptop programs, Z Client, will additionally provide the Police Department additional capabilities without additional costs.
