SUMMARY & RECOMMENDATION
In May, 2000, the City issued a Request for Qualifications (RFQ) to select a consultant to perform an engineering
study of the solids handling process at the City's Little Cedar Bayou Wastewater Treatment Plant. The Firm of
CDM was selected, and subsequently designed the improvements funded by the recent bond issue. Phase" of the
Wastewater Treatment Plant Improvements includes the examination and possible improvements to the aeration
process of the Plant. Funds remaining from the bond issue were set aside, in the amount of$100,000, in the FY 03-
04 General Obligation Bond Fund (Fund 43) to perfoml the Study.
The firm of CDM was primarily selected on the personnel available to perform the initial study, and subsequently
used for the design ofthe improvements identified. Since that time, the principal personnel have been transferred to
the firm's Fort Worth office, and are not available for this Project.
The firm ofPBS&J, Inc. was the second ranked firm in the initial RFQ. The principal personnel are still available to
perfrom all work associated with the Phase II Improvements at the Plant. A scope of work has been developed, and
PBS&J has submitted a proposed Professional Services Agreement for consideration. Although $100,000 is
available, the total cost to perform the Phase II Study is $58,090.00.
Action Required bv Council: Approve an Ordinance authorizing the City Manager to execute a
Professional Service Agreement with PBS&J to perform an Aeration Study of the Little Cedar Bayou
Wastewater Treatment Plant in an amount of $58,090.00.
