AN ORDINANCE APPOINTING ALTERNATE MEMBERS TO THE PLANNING AND
WNING COMMISSION, OF THE CITY OF LA PORTE, PROVIDING A
SEVERABILITY CLAUSE; CONTAINING A REPEALING CLAUSE; FINDING
COMPLIANCE WITH THE OPEN M'EETINGS LAW, PROVIDING AN EFFECTWE
DATE HEREOF.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LA PORTE:
Section 1. The City Council of the City of La Porte hereby makes the following Alternate
member appointments to the Planning and Zoning Commission, for terms expiring on August
31st of the year indicated, or until their successors shall have been duly appointed and qualified:

Section 2. If any section, sentence, phrase, clause or any part of any section, sentence,
phrase, or clause, of this ordinance shall, for any reasons, be held invalid, such invalidity is herby
declared to be the intention of this City Council to have passed each section, sentence, phrase or
clause, or part thereof, irrespective of the fact that any other section, sentence, phrase or clause,
or part thereof, may be declared invalid.
Section 3. All ordinances or parts of ordinances in conflict herewith are repealed to the
extent of such conflict only.
Section 4. The City Council officially finds, determines, recites, and declares that a
sufficient written notice of the date, hour, place and subject of this meeting of the City Council
was posted at a place convenient to the public at the City Hall of the City for the time required by
law preceding this meeting, as required by the Open Meetings Law, Chapter 551, Texas
Government Code; and that this meeting has been open to the public as required by law at all

times during which this ordinance and the subject matter thereof has been discussed, considered
and formally acted upon. The City Council further ratifies, approves and confirms such written
notice and the contents and posting thereof.
Section 5. This ordinance shall be effective from and after its passage and approval, and
it is so ordered.

SUMMARY & RECOMMENDATION
During the October 13, 2003 meeting, City Council approved an ordinance adding two alternate
members (Alternate A and Alternate B) to the Planning and Zoning Commission. It was discussed
and generally acknowledged that the two most recent Planning and Zoning Commissioners that
were replaced could serve as the alternates. The attached ordinance will appoint Hal Lawler and
Ross Morris as the Alternate members. Mr. Lawler is the owner of the Oak Park Recreational
Vehicle park. He previously served on the Planning and Zoning Commission for 6 years. Mr.
Morris works for a local plant and previously served on the Planning and Zoning Commission for 5
years.
The positions of each were left blank to allow City Council to determine who will be Alternate A
(sits in for the first vacancy at a meeting) and Alternate B (sits in only if there is a second vacancy at
a meeting). These terms expire with the At-Large Council member who has the same respective
letter designation. This item was left blank until the appointments are made.
