ORDINANCE NO. 03-2664-A
AN ORDINANCE APPOINTING UP TO FOUR ADDITIONAL MEMBERS
TO THE AD HOC CODE RECOMMENDATION COMMITTEE OF THE CITY
OF LA PORTE; PROVIDING A SEVERABILITY CLAUSE; CONTAINING A
REPEALING CLAUSE; FINDING COMPLIANCE WITH THE OPEN
MEETINGS LAW; PROVIDING AN EFFECTIVE DATE HEREOF.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LA PORTE:
Section 1: The City Council of the City of La Porte hereby appoints the following
additional members to the City of La Porte Ad Hoc Code Recommendation Committee, for the
term beginning on the effective date hereof, and expiring on completion of the duties of said ad-
hoc committee.

The members of the Committee serve at the pleasure of the City Council.
Section 2: If any section, sentence, phrase, clause or any part of any section, sentence,
phrase or clause, of this ordinance shall, for any reasons, be held invalid, such invalidity shall not
affect the remaining portions of this ordinance, and it is hereby declared to be the intention of
this City Council to have passed each section, sentence, phrase or clause, or part thereof,
irrespective of the fact that any other section, sentence, phrase or clause, or part thereof, may be
declared invalid.
Section 3: All ordinances or parts of ordinances in conflict herewith are repealed to the
extent of such conflict only.
Section 4. The City Council officially finds, determines, recites, and declares that a
sufficient written notice of the date, hour, place and subject of this meeting of the City Council
was posted at a place convenient to the public at the City Hall of the City for the time required by
law preceding this meeting, as required by the Open Meetings Law, Chapter 551, Texas
Government Code; and that this meeting has been open to the public as required by law at all
times during which this ordinance and the subject matter thereof has been discussed, considered
and formally acted upon. The City Council further ratifies, approves and confirms such written
notice and the contents and posting thereof.

Section 5: This Ordinance shall be effective from and after its passage and approval, and
it is so ordered.

Re: Appoinbnents to Ad Hoc Code Committee
Attached is the list of appointed representatives to the Ad Hoc Committee. They are shown in the trade
they are to represent on the Committee, as staff understood. If staff is wrong in the placement of an
individual, the item on the next agenda will allow for the correction.
All nine appointees confirmed their interest in serving, and seven attended the Boards and
Commission's Orientation Dinner, Monday, September 29. At that dinner, it was decided they would
meet weekly on Monday nights at 6:00 P.M. in City Hall. They anticipate meeting two to three hours at
a time for about six weeks.
Four additional names have been suggested for consideration by Council Members or the Mayor.
There will be an item on the next agenda to consider these four individuals, and any others submitted.
As you may notice, Mr. White, who is an engineer and was appointed as an engineer representative,
would like to represent the general contractors stating he has the background also. Mr. Yung says he
is an engineer by trade, with knowledge of architecture. He was appointed as an architect
representative. The four names suggested would place more representatives than suggested in
certain areas and not enough in others. However, it was only a staff suggestion as to the make-up of
the Board. The main concern is to have people who can contribute and assist the City in making a
recommendation on the codes.

Responsible for the financial reporting as well as running the day to day activities of a growing
Mechanical Repair/ Service Company. Supervision of an office staff of four people and fifteen shop
personnel, responsibilities that included all billing, quotations - selling and purchasing equipment,
customer relations, marketing, and financial reporting. Implemented a new accounting system,
(Great Plains on a Macintosh platform), and automated all facets of the accounting system. G/L,
AlP, AIR, P/R, INV., JOB COST, P/O. Proficient in Lotus 123, Excel, Harvard Graphics, MS Word,
Mac Draw, and 10-key by touch. During my employment the company was purchased by a public
company. I have been involved in all facets of managing the company, (Operations, Marketing,
Forecasting/Budgets, Insurance, Personnel, Audits -- Financial Big "6", State, Insurance). The
company was restructured in 09/92 due to rapid growth in sales and by acquisitions. The
restructure involved consolidating the accounting of a division in Wrentham, Mass. with the CCI
Divisior:l located in Texas. Prepared month end/ quarter end closing of financial statements for
c~:;lsolidation with Corporate and filing with the SEC. I also prepared flash reports (cash flow,
bookings, backlog, and WIP) for a weekly operations telephone conference with all division heads
and corporate staff. I have prepared the operating budgets and forecasts for a group of 50 people,
representing 7 million in sales annually. Centrifuge Repair and Engineering was formed early 1995
as an operating division of Mechanical Repair and Engineering, Inc. of LaPorte Texas. Increase
CRE sales by 60% since 1995.
Holt and Sons Furnace Company. 1984 to 10/31/89. Family Business that my father retired
from in 1982. My brother and I started to solicit work and revive the family business in Mid 1984.
This business allowed me to attend college during the week and work on weekends and summers to
. put myself through college. Designed and repaired industrial Heat Treating and Forgin9 furnaces. I
am a first class structural welder/fabricator and millwright. Handled all accounting and selling for the
business. Worked in a very broad range of companies from large Petro-Chemical companies to
small start up ventures. The Refractory and Furnace industry runs in feast or famine cycles and I
felt that I needed to pursue and apply my Accounting degree. Closed the business when I was
approached to join the management team for Centrifuge Consultants, Inc. in late 1989.

SUMMARY & RECOMMENDATION
In recent meetings, Council has been considering the best consbuction codes for the city. To assist Council with
information on the "pros and cons" of the various codes, an Ad Hoc Code Recommendation Committee ordinance
was approved at the September 22, 2003 meeting.
As part of that ordinance approval, Council provided staff with nine (9) appointments for the committee. In
addition, staff was asked to return to the next meeting for the possible appointment of up to four (4) additional
members.
For your convenience, we have attached Ordinance #2003-2664 and staff's 10/01103 appointment memo that
provides name and information on the original appointments as well as the four additional names suggested by the
Mayor and Councilmen Mosteit and Griffith and provided for your consideration. In addition, you may wish to
consider other names submitted at the meeting.
