RESOLUTION NO. 89-3
WHEREAS, the provision of adequate supplies of high quality
water for municipal, industrial, agricultural, and environmental
needs are critical to the future of Texas; and
WHEREAS, Texas voters in 1985 voted overwhelmingly in support
of a statewide water package for the first time in over fifteen
yea rs; and
WHEREAS, that plan authorized $400 million in Water
Development Bonds for the purpose of state participation in water
supply, water quality, and flood control projects; and
WHEREAS, the state participation program has not been
implemented in the ensuing three years because of the lack of
legislative authorization; and
WHEREAS, the state role of contributing to and encouraging
the optimal sizing of regional water related capital facilities,
when needed facilities are larger than a single political
subdivision, is an important role that contributes to the health,
welfare, and economic development of the state; and
WHEREAS, state participation in major regional water
infrastructure is not only an investment in future needs but an
investment that is directly repaid to the state.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF LA PORTE
That the Texas Legislature is urged to fulfil{ the
implementation of the 1985 water plan by authorizing, in the
appropriations bill, the issuance and use by the Water Development
Board of $50 million in state participation bonds in each fiscal
year of the 1990-91 biennium.
