RESOLUTION NO. 78-2 A
.
WHEREAS, the Texas Legislature in Regular Session passed and
Governor Dolph Briscoe signed into law House Bill 657, which is
an Act relating to the creation, administration, and powers of
Metropolitan Transit Authorities, amending Sections 1 through l7A
of, and adding Sections 6C and lIB to, Chapter 141, Acts of the
63rd Legislature, Regular Session, 1973, as amended; and
WHEREAS, said House Bill 657 provides for an election to
confirm a Metropolitan Transit Authority, provides the functions,
powers, duties, responsibilities, and privileges of the Authority
to acquire, construct, complete, develop, own, operate and main-,
tain a Transit System; and further authorizes the issuance of
bonds and notes by the Authority and makes provision (by taxation)
for securing their payment; and
WHEREAS, the Houston City Council according to law have by
Ordinance established the Metropolitan Transit Authority and
established its boundaries to coincide with the boundaries of
Harris County; and along with the Harris County Commissioners'
Court and Mayors of Municipalities within the County have appointed
a seven (7) member interim Transit Authority Board and charged
said Board with developing a transit plan to be implemented within
4It the 'established boundaries of the Authority; and
WHEREAS, said interim Board has developed a "Proposed Transit
Plan" to be implemented within said boundaries subject to the
passage of the aforementioned election, confirming the creation
of the Authority and its related powers, duties and responsibili-
ties as aforementioned; and
WHEREAS, the City of La Porte lies within the established
boundaries of the Authority, therefore making the citizens of
La Porte eligible to vote in the Confirmation Election and subject
to taxation if said Confirmation Election passes within the Corp-
orate Jurisdiction of La Porte; and
WHEREAS, the aforementioned "Transit Plan" developed, by the
interim Transit Board does not provide for public transportation
within the City of La Porte now or in the immediate future,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY
OF LA PORTE, TEXAS

THAT, the passage of this Resolution represents this Commis-
sion's formal opposition to the "Proposed Transit Plan" and by the
same encourages the Citizens of La Porte to oppose the Metropolitan
Transit Authority within the Corporate Jurisdiction of the City of
La Porte by voting "NO" in the Metropolitan Transit Authority Con-
firmation Election on August 12, 1978.
