<br />-- <br /> <br />e <br /> <br />e., <br /> <br />e <br /> <br />. <br /> <br />e <br /> <br />RESOLUTION NO. <br /> <br />80-2 <br /> <br />WHEREAS, the Department of Energy is proposing complex <br />and extensive regulations that will adversely afifect business <br />and individuals in a costly' and time-consuming manner; and <br /> <br />WHEREAS, the Department of Energy through this program <br />is attempting to further manipulate the manner in which the <br />American public and free enterprise system would otherwise <br />cooperate in the conservation of energy; and <br /> <br />WHEREAS, the regulations do not properly take into con- <br />sideration the humid climate, primary energy production tech- <br />niques, and the rapid gorwth of the Texas Gulf Coast region; <br /> <br />WHEREAS, the "state of the art" of energy modeling computer <br />technology is not adequate to evaluate present standards, much <br />less to evaluate building standards incorporated within the <br />proposed BEPS regulations; and <br /> <br />WHEREAS, the proposed standards encourage the use of scarce <br />and limited fuel supplies subject to foreign control while at <br />the same time discourage 'the use of abundant domestic fuel sup- <br />plies such as coal, lignite and uranium; and <br /> <br />WHEREAS, it appears insufficient study has been given to <br />the consequences of the program's additional cost to the busi- <br />ness community, home buyers and the housing industry nor its <br />effect on local and state governments in enforcing the proposed <br />regulations; and <br /> <br />WHEREAS, better methods are available to stimulate use of <br />nondepletable sources of energy and promote energy conservation <br />through cooperation with, rather than manipulation of, the free <br />market forces; <br /> <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY CO~~1ISSION <br />OF THE CITY OF LA PORTE, TEXAS: <br /> <br />THAT, the City of La Porte is opposed to the BEPS regula- <br />tions as written and that the Department of Energy postpone <br />their effective date indefinitely until a more realistic computer <br />energy modeling program is generally available that accurately <br />takes into account regional energy differences, the types of <br />primary energy sources used and other methods currently available <br />to'increase energy efficiency in the Texas Gulf Coast area; and <br /> <br />FURTHERMORE, conprehensive regionalized studies of the BEP8 <br />regulations should be conducted and reports on the findings should <br />be made public clearly stating the projected cost/effectiveness of <br />the proposals and the projected impact on total energy conserved, <br />institutional resources, and availability of housing; before <br />placing the program into effect on a wholesale basis. <br /> <br />PASSED AND APPROVED this <br /> <br />16th <br /> <br />day of April, 1980, A.D. 1980. <br /> <br />;::OF ~ <br /> <br />J.
