HomeMy WebLinkAboutR-1980-02 -- e e., e . e RESOLUTION NO. 80-2 WHEREAS, the Department of Energy is proposing complex and extensive regulations that will adversely afifect business and individuals in a costly' and time-consuming manner; and WHEREAS, the Department of Energy through this program is attempting to further manipulate the manner in which the American public and free enterprise system would otherwise cooperate in the conservation of energy; and WHEREAS, the regulations do not properly take into con- sideration the humid climate, primary energy production tech- niques, and the rapid gorwth of the Texas Gulf Coast region; WHEREAS, the "state of the art" of energy modeling computer technology is not adequate to evaluate present standards, much less to evaluate building standards incorporated within the proposed BEPS regulations; and WHEREAS, the proposed standards encourage the use of scarce and limited fuel supplies subject to foreign control while at the same time discourage 'the use of abundant domestic fuel sup- plies such as coal, lignite and uranium; and WHEREAS, it appears insufficient study has been given to the consequences of the program's additional cost to the busi- ness community, home buyers and the housing industry nor its effect on local and state governments in enforcing the proposed regulations; and WHEREAS, better methods are available to stimulate use of nondepletable sources of energy and promote energy conservation through cooperation with, rather than manipulation of, the free market forces; NOW, THEREFORE, BE IT RESOLVED BY THE CITY CO~~1ISSION OF THE CITY OF LA PORTE, TEXAS: THAT, the City of La Porte is opposed to the BEPS regula- tions as written and that the Department of Energy postpone their effective date indefinitely until a more realistic computer energy modeling program is generally available that accurately takes into account regional energy differences, the types of primary energy sources used and other methods currently available to'increase energy efficiency in the Texas Gulf Coast area; and FURTHERMORE, conprehensive regionalized studies of the BEP8 regulations should be conducted and reports on the findings should be made public clearly stating the projected cost/effectiveness of the proposals and the projected impact on total energy conserved, institutional resources, and availability of housing; before placing the program into effect on a wholesale basis.
