RESOLUTION NO. 87-10 WHEREAS, the special committee appointed to study the appl icat ion of Houston Chemical Serv ices, Inc., to inc inerate hazardous waste at the site of the former Quaker Oats facility in the Bayport Industrial District, has concluded their study; and WHEREAS, the committee has presented a copy of their recommendations to the La Porte City Council; and WHEREAS, Houston Chemical Services, Inc., has applied to the Texas Water Commission and the Environmental Protection Agency to incinerate hazardous waste; and WHEREAS, the site of the proposed incinerator is less than one mile from r~sidential neighborhoods and 1.1 mile from Jennie Reid Elementary School; and WHEREAS, the prevailing wind will direct stack emissions toward these areas approximately fifty percent of the time; and WHEREAS, there is a serious concern with regards to the c r iter ia u sed in determin ing the long-term heal th effects of incinerator stack emissions with regards to their effect on the general population. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LA PORTE, TEXAS Section 1. THAT a copy of this Resolution shall be sent to the public hearings to be held by the Texas Water Commission and the' Environmental Protection Agency, and that said Resolution shall be read into the minutes of said public hearings as testimony in the hearings. See tion 2. THAT the City Counc il of the City of La Porte advises the agencies responsible for the permitting of hazardous waste incinerators that it is opposed to the location of this application due to serious concerns with regards to the criteria used in determining long-term health effects of stack emissions.
