ORDINANCE NO. 2004-2782-jr.
AN ORDINANCE APPOINTING MEMBERS TO VARIOUS BOARDS, COMMISSIONS,
AND COMMITTEES, OF THE CITY OF LA PORTE, PROVIDING A SEVERABILITY
CLAUSE, CONTAINING A REPEALING CLAUSE, FINDING COMPLIANCE WITH
THE OPEN MEETINGS LAW, AND PROVIDING AN EFFECTIVE DATE HEREOF.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LA PORTE:
Section 1. The City Council of the City of La Porte hereby

part of any section, sentence, phrase, or clause, of this
ordinance shall, for any reasons, be held invalid, such invalidity
shall not affect the remaining portions of this ordinance, and it
is hereby declared to be the intention of this City Council to
have passed each section, sentence, phrase or clause, or part
thereof, irrespective of the fact that any other section,
sentence, phrase or clause, or part thereof, may be declared
invalid.
Section 19. All ordinances or parts of ordinances in
conflict herewith are repealed to the extent of such conflict
only.
Section 20. The City Council officially finds, determines,
recites, and declares that a sufficient written notice of the
date, hour, place and subject of this meeting of the City Council

ratifies, approves, and confirms such written notice and the
contents and posting thereof.
Section 21. This ordinance shall be effective from and
after its passage and approval, and it is so ordered.

REGARDING: 3 New Board Members - Main Street Advisory Board
Below are the names of people we have been visiting with and are interested in serving on the board. Attached
are the applications we have received.
We need a good cross section of people in the fields of fmance, administration, economic development,
business, design, marketing, public relations, festivals, and historic preservation, as well as representatives from
the school district, plants, etc. The type of board members we are looking for are those who are visionaries,
positive, and passionate about the tremendous potential that lies within downtown. Those who want to see
downtown's historical buildings and character preserved and enhanced, and for the area to become a thriving
part of our community and region are also good candidates. For our purposes it is not necessary that they live in LA
Porte (this has been approved by Knox) as long as they have the vision, drive, and commitment we need to
accomplish great things for downtown.

Goals I Objectives:
I would like to see La, Porte be the best little port city on the gulf coast. That starts with improving
the appeal of La Porte from Hwy 225, and the major thorough fares that dissect the city, and then
improving the city proper with main street being a cornerstone that attracts people to La Porte. I do
think that achieving this goal requires a comprehensive plan by the city leaders that is backed by the
citizens of La Porte.

I am currently responsible for 3 world scale plants producing polymeric isocyanate
(pMDI), which represents a significant percentage of Dow's global PMDI capacity, and a
distillation unit producing derivatives ofPMDI. I also have responsibility for
approximately SS direct reports, a multi-million dollar operating budget, EH&S and
productivity results, and serve as a member of the North America PMDI business team.
Shortly after assuming my current job it was announced that the 3 PMDI plants would be
shut down in 200S. Despite that news, and without any additional capital expenditures,
the plants established annual production records in 2001, 2002, 2003, and 2004, and
made significant improvement in the reduction of spills and releases (including a new
record in 2003). Additionally, the department contributed to corporate financial success
in by holding costs level the past 4 years while absorbing inflation and salary increases.
Dow employees in these plants have had only 1 OSHA RECORDABLE injury since
January 2000. Safety and environmental perfonnance in these facilities is particularly
important as they process phosgene as an intennediate and represent Dow's highest risk
facilities anywhere in the world.

During this time I was responsible for production of phosgene used in the PMDI process,
all La Porte site utilities, and environmental operations (solid waste, incinerator, and
RCRA waste water treatment p'lant). Accomplishments during this period include: I)
zero pennit violations or fmes from regulatory agencies, 2) implemented innovative
technology for cooling phosgene reactors when use ofR-I13B was prohibited by law, 3)
reduced site power costs by over $400 M per year by taking advantage of interruptible
power options offered by HL&P, 4) worked with the site ~ger to lead the EPA RMP
compliance and communication initiative for Houston Operations, S) reduced department
spills from 30 per year in 1991 to less than 2 per year by 1996, 6) department worked
OSHA free for 7 years during my tenure, and 7) participated on a corporate team to
establish better relationships with environmental groups, specifically the Natural
Resources Defense Council (NRDC). The NRDC, Dow, and other entities spearheaded a

leader.
Additionally, I was the Dow Chemical representative to the CMAJACC Phosgene Panel
for the period from 1995 through 2000. This panel included representatives from global
companies producing phosgene. During this time I chaired the Medicavroxicology sub-
panel and led an initiative to update the Phosgene Pulmonary Treatment guideline used
by phosgene producers and agencies such as the Center for Disease Control.

modifications to continually improve unit performance. Define plant operating constraints and
recommend capita! improvements.

. Improved C2 Reactor performance re$ulting in $1 MM per year profit improvements.
. Member of task team that improved depropanizer operation by reducing fouling. The
depropanizer and reboiler operated for six years (1996-2002) without any fouling.
Extensive monitoring program was developed to track prpgress. Developed new. pre-
startup chemical cleaning and passivation procedure.
. Led a team of Operations and Maintenance personnel that repaired a leaking propylene
refrigeration desuperheater on-line by double hot tapping and stoppling. Developed
procedures. and contingency plans for the project. Repair was completed successfully
without safety or environmental incidents resulting in savings of $5MM by avoiding a plant
shutdown. .
Production Engineer - Butadiene/Logistics
Monitor and troubleshoot daily operations of the butadiene unit, waste wat~r unit and waste
caustic area. In addition, coordinate feedstock and product movements, as well as inventories.
, Interim Area Manager from 9/92 -11/92 which consisted of responsibility fOf safety, .
environmental and prod.uction of the butadiene uniUlogistics area, including thirty-seven
employees. .
Accomplishments
. Led a project team of five that extended butadiene unit run length from three to eighteen
months and on-stream time from eighty-three percent to ninety-four percent.
. Took lead tole in implementing a $1.5MM licensed technology to extend the butadiene unit
run length to four years. This role ~Iso included the process- design, development of
standard operating procedures and pr~ess technician training.
