SUMMARY & RECOMMENDATION
With the recent economic downturn in the housing market, four ofthe five homes constructed with the
Northside Neighborhood RO.M.E. grant remain unsold. The attached proposal from La Porte Main
Properties, Inc. outlines services they will provide to market the remaining homes, which include listing
the properties through the Multiple Listing Service.
Main Properties will market the properties through December 2009, for a commission rate of 5%. One
property will be listed for $100,000; three properties will be listed for $98,000 each.
Harris County Community Services Department is drafting an amendment to our current agreement that
would allow for the City to be reimbursed up to 3% of the Commission fee assessed by Main Properties.
Action Required bv Council:
authorizing the City Manager to execute an agreement with La Porte Main Properties, Inc. to
certain real estate services to facilitate the sale of up to four homes in the Northside
hood Program, and appropriating a sum of up to $19,700.00 for said purposes.

AN ORDINANCE AUTHORIZING THE CITY MANAGER TO EXECUTE AN
AGREEMENT BETWEEN THE CITY OF LA PORTE AND LA PORTE MAIN
PROPERTIES INC. TO PROVIDE CERTAIN REAL ESTATE SERVICES TO
FACILITATE THE SALE OF UP TO FOUR HOMES IN THE NORTHSIDE
NEIGHBORHOOD PROGRAM, ESTABLISHING A PER UNIT FEE FOR PROVIDING
SAID SERVICES AND ESTABLISHING RESPONSIBILITIES FOR DELIVERY;
APPROPRIATING A SUM OF UP TO $19,700.00 FOR SAID PURPOSE; MAKING
VARIOUS FINDINGS AND PROVISIONS RELATING TO THE SUBJECT; FINDING
COMPLIANCE WITH THE OPEN MEETINGS LAW; PROVIDING AN EFFECTIVE DATE
HEREOF.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LA PORTE:
Section 1. The City Council hereby approves and authorizes the agreement or
other undertaking described in the title of this ordinance, in substantially the form as shown
in the document which is attached hereto and incorporated herein by this reference. The
City Manager is hereby authorized to execute such document and all related documents
on behalf of the City of La Porte. The City Secretary is hereby authorized to attest to all
such signatures and to affix the seal of the City to all such documents. City Council
appropriates the sum of up to $19,700.00 from account 036-6061-565-5007, to fund said
agreement.
Section 2. The City Council officially finds, determines, recites, and declares that
a sufficient written notice of the date, hour, place and subject of this meeting of the City
Council was posted at a place convenient to the public at the City Hall of the City for the
time required by law preceding this meeting, as required by the Open Meetings Law,
Chapter 551, Texas Government Code; and that this meeting has been open to the public
as required by law at all times during which this ordinance and the subject matter thereof
has been discussed, considered and formally acted upon. The City Council further ratifies,
approves and confirms such written notice and the contents and posting thereof.

Section 3. This Ordinance shall be effective from and after its passage and
approval, and it is so ordered.

Re: City of La Porte Affordable Housing Program
We would like to thank you in advance for giving us the opportunity to work with the City of La Porte in the marketing of the
city's properties. Main Properties Real Estate is an aggressive promoter of the City of La Porte and has a proven record of
marketing both private and public properties for the past 25 years.
Regarding the city's properties, Main Properties Real Estate proposes to market the homes in the following matter:
1. First and foremost, listing the properties in the Greater Houston Multiple Listing Service to provide maximum
exposure to realtors and the prospective buyers.
2. Advertising in local newspapers, internet, The Greensheet, and our website
3. Placing of large "For Sale" signs on each individual property to notify the public that the homes are for sale.
4. Placing of yard signs signifying grant money that is available to qualified buyers.
5. Networking with other realtors and contacts that our agents have to give the properties additional exposure.
6. Qualifying and guiding the purchaser through the process of obtaining a mortgage and qualifying for the grants
available through the offerings of the county.
We would like to have an agreement with the city to be able to market the properties through December of 2009 and in the
event all the properties have not been sold at that time to have additional terms in 2010 to complete the sale of all the
properties. A reduced commission rate of 5% is agreeable and will still be sufficient to cooperate with other realtors through
the Multiple Listing Service.
Again we look forward to this opportunity and of knowing that our cooperative efforts will be a productive venture for all.
