A RESOLUTION DESIGNATING THE CITY SECRETARY OF THE CITY OF LA
PORTE AS THE PUBLIC INFORMATION COORDINATOR AND DELEGATING
RESPONSIBILITY FOR PUBLIC INFORMA TION TRAINING REQUIREMENTS
UNDER TEXAS LOCAL GOVERNMENT CODE SECTION 552.012; FINDING
COMPLIANCE WITH THE OPEN MEETINGS LAW; AND PROVIDING AN
EFFECTIVE DATE HEREOF.
WHEREAS, under the Texas Local Government Code Section 552.012 elected or
appointed public officials shall complete a course of training of not less than one and not more
than two hours regarding the responsibilities of the governmental body with which the official
serves and its officers and employees under Chapter 552 of the Texas Local Government Code
not later than the 90th day after the date the public official takes the oath of office or otherwise
assumes the person's duties as a public official; and
WHEREAS, under Texas Local Government Code Section 552.012 a public official may
designate a public information coordinator to satisfy training requirements under said section;
and
WHEREAS, the City Secretary of the City of La Porte is primarily responsible for
administering the responsibilities of the public official or governmental body under Chapter 552
ofthe Texas Local Government Code; and
WHEREAS, the designated public information coordinator shall complete the training
course regarding the responsibilities of the governmental body with which the coordinator serves
and of its officers and employees under Chapter 552 of the Texas Local Government Code not
later than the 90th day after the date the coordinator assumes the person's duties as coordinator;
and
WHEREAS, the City Council of the City of La Porte deems it advisable and in the
public interest to designate the City Secretary of the City of La Porte as the Public Information
Coordinator to satisfy the training requirements for city elected and appointed officials under
Chapter 552 of the Texas Local Government Code;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF LA PORTE:
Section 1: The City Council of the City of La Porte hereby designates the City Secretary
of the City of La Porte as the Public Infonnation Coordinator pursuant to Section 552.012(c) of
the Texas Local Government Code, and finds and declares that the City Secretary is responsible
for completing a training course regarding the responsibilities of the governmental body not later
than the 90th day after the date the City Secretary assumes the duties as Public Information
Coordinator.

Section 2: The City Council officially finds, determines, recites and declares that a
sufficient written notice of the date, hour, place and subject of this meeting of the City Council is
posted at a place convenient to the public at the City Hall of the city for the time required by law
preceding this meeting, as required by the Chapter 551, Tx. Gov't Code; and that this meeting
has been open to the public as required by law at all times during which this ordinance and the
subject matter thereof has been discussed, considered and formally acted upon. The City Council
further ratifies, approves and confirms such written notice and the contents and posting thereof.
Section 3: This Resolution shall be effective from and after its passage and approval.

SUMMARY & RECOMMENDATION
As noted in the Resolution, recent legislative changes now require training for elected officials on open government. The elected
official has the authority to appoint the person they would like to conduct the training. I will be able to obtain a training tape from
the Attorney General's Office.
Once a trainer is appointed, we can schedule the mandatory training.
