A RESOLUTION ADOPTING THE
VOLUNTARY CONTRIBUTION PROGRAM FOR BEAUTIFICATION
AND TRAIL SYSTEM IMPLEMENTATION
FOR THE CITY OF LA PORTE, TEXAS
WHEREAS, the City Council of the City of La Porte recognizes the need for a Bicycle/Pedestrian Trail System to
provide a city-wide network of trails and connections to neighboring communities, Including additional
park trails, connection trails, hike & bike trails, equestrian trails, and nature trails for the City, and
WHEREAS, The City Council also recognizes the need for City-sponsored beautifications efforts to make La Porte a
more attractive, livable and enjoyable city in which to live, work, and play; and
WHEREAS, it is the desire of the City Council to provide a program for VOluntary contributions from its utility
customers, and that any proceeds from these voluntary contributions to be used to supplement budgeted
funding for the purposes stated herein; and
WHEREAS, the contributions made shall be made freely and willingly to the City by utility bill customers and that the
proceeds shall be utilized for the purposes stated herein and in a manner duly prescribed by the City's
fiscal budget process; NOW THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LA PORTE, TEXAS:
I.
That the Voluntary Contribution Program provision to be placed on the City's utility bills, with check blocks for $1,
$2, or Other. Each contribution to be set aside for the purpose of supplemental funding of beautification and
Bicycle/Pedestrian Trail System projects as designated and approved by the City's Administration, through its fiscal
budgeting processes.
PRESENTED AND PASSED on this the 23rd day of February 2004, by a vote of ~ yeas, and 0 nays at a
regular meeting of the City Council of the City of La Porte, Texas.

SUMMARY & RECOMMENDATION
In January staffpresented to City Council and Council agreed to proceed with a voluntary
contribution program through the City's utility billing system to supplement the funding of a
BicycleIPedestrian Trail System, and beautification projects for the City of La Porte. The Voluntary
Contribution Plan can be a tangible asset to the City of La Porte, funded by people who care about
making La Porte a better place to live. The real advantage of this program is that it is strictly voluntary.
Residents can choose to participate or not, based on their own personal preferences. It's relatively
painless and can make a tremendous difference in funding the quality of life issues such as Keep La Porte
BeautifUl, and Tree City U.S.A., and our trail system that were so important to our residents as indicated in
the Park Master Plan and the City's Comprehensive Plan Update. Residents, businesses, and anyone who
pays a water bill can participate, and by doing so, contribute to the improvement of these quality of life
issues for our city. Staff recommends that the City Council consider approving the Resolution providing
for implementation of the Voluntary Contribution Plan for beautification and trails system projects for La
Porte.
