a. Establish a NIMl. Baseline. NIMCAST or another assessment tool to show NIMS
compliance. Although this equirement does n. t have to be completed until October 1, 2006, you should
start your assessment whil. developing your st~el!Y for NIMS compliance now. A baseline assessment

b. Update your Em~rgency Management Plans to incbrporare NIMSltes. Your Emergency
Management Plan (EMP) nrust be updated to incorporate the NIMS/lCS no,later than 1ctober 1, 2006. In
addition, standard operatixg guides and procedures must be updated. Copies 0 updated planning
documents (including formTI changes) must be sent to GDEM for review.

SUMMARY & RECOMMENDATION
Homeland Security Presidential Directive (HSPD-5), Management of Domestic Incidents, requires all Federal departments and
agencies to adopt the National Incident Management System (NIMS) and to use it in domestic incident management. The NIMS
provides a consistent nationwide approach for Federal, State, territorial, tribal, and local governments to work effectively and
efficiently together to prepare for, prevent, respond to, and recover from domestic incidents, regardless of cause, size, or
complexity, On March 1, 2004, the Department of Homeland Security (DHS) issued the NIMS to provide a comprehensive
national approach to incident management, applicable to all jurisdictional levels and across functional disciplines, Developed by
the Secretary of Homeland Security at the request of the President, the National Incident Management System (NIMS) integrates
effective practices in emergency preparedness and response into a comprehensive national framework for incident
management. The NIMS will enable responders at all levels to work together more effectively to manage domestic incidents no
matter what the cause. size or complexity. The benefits of the NIMS system will be significant:
. Standardized organizational structures, processes and procedures;
. Standards for planning, training and exercising, and personnel qualification standards;
. Equipment acquisition and certification standards;
. Interoperable communications processes, procedures and systems;
. Information management systems: and
Supporting technologies - voice and data communications systems. information systems, data display systems and specialized
technologies
