RESOLUTION NO. 2005 -04
WHEREAS, the City of La Porte intends to make certain improvements to the LaPorte Municipal
Airport; and
WHEREAS, the general description of the project is described as: rehabilitate Apron #1,
reconstruct Taxiway C, rehabilitate Apron #3, rehabilitate Taxiway B, rehabilitate Apron #2,
relocate/reconstruct Taxiway D, reconstruct northwest Taxiway, reconstruct northwest hanger access
taxiways, install security fencing, install four electric gates; and
WHEREAS, the City of La Porte intends to request financial assistance from the Texas
Department of Transportation for these improvements; and
WHEREAS, total project cost are estimated to be $1,894,600, and the City of La Porte will be
responsible for 10% of the total project costs currently estimated to be $189,460; and
WHEREAS, the City of La Porte names the Texas Department of Transportation as its agent for
the purposes of applying for, receiving and disbursing all funds for these improvements and for the
administration of contracts necessary for the implementation of these improvements.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LA
PORTE, TEXAS THAT:
The City of La Porte hereby directs the City Manager to execute on behalf of the City of La Porte,
at the appropriate time, and with the appropriate authorizations of this governing body, all contracts and
agreements with the State of Texas, represented by the Texas Department of Transportation, and such
other parties as shall be necessary and appropriate for the implementation of the improvements to the
LaPorte Municipal Airport.

RE: Pavement Improvement Grant
Dear Mr. Gillett:
Our current estimate for design and construction of the pavement and fencing improvement grant is
$1,894,600. The design phase through bidding has been negotiated for $135,800. And the construction
estimated is $1,758,800. This is just an estimate and until we open bids this is the best we have. As we
are going through design, Bennie may have revised numbers. Since this project has been broken into 2
projects, I would like to request a resolution for $1,894,600. This way the city is aware of the costs. I am
also going to present the design to our commission at their March 31 meeting. And then when we are
ready to advertise for construction I will go back to get the construction phase approved. You will receive a
new design grant in April and I will be billing you at that time for the $13,580 for design. Your share of
the total cost is estimated to be $189,460. I am enclosing a sample resolution and a scope for construction.
If! could get the resolution back by February 1, that would be great. If that doesn't work with your city
council meetings, please let me know when you can get it back to me.

SUMMARY & RECOMMENDATION
On September 22,2003, the City Council approved an agreement with the Aviation Division ofTexDOT
to accept a grant offer totaling $450,000 for improvements at the La Porte Municipal Airport. The grant
has been increased to accommodate increased costs associated with the installation of lights ($850,000),
and much of the original grant was delayed due to the cost increase. TxDOT has identified additional
funds to complete the original scope of work, which is estimated to cost $1,894,600. The attached
resolution outlines the detailed scope of work, developed in cooperation with the Airport Advisory Board,
and authorizes the City Manager to execute all contracts and agreements with the State on behalf of the
City.
The projects identified include fencing and gate improvements (including motorized gates), and overlay
and seal coating of taxiways and ramps. The scope of work is detailed in the attached resolution. The
Resolution also names TexDOT as its agent for applying, receiving and disbursing all funds for the
improvements and for the administration of contracts.
Funding for the City's 10% share ($189,460) is available in the Airport Fund. This was not included in
the current CIP budget. However, the funding will not be required until TxDOT has formally offered the
grant and it is accepted by the City.
